Արցախի Հանրապետությունը սեպտեմբերի 2-ին կնշի անկախության 27-ամյակը: «Արմենպրես»-ի փոխանցմամբ` «Հայաստանի Հանրապետություն» օրաթերթը տոնին ընդառաջ զրուցել է ԱՀ Ազգային ժողովի նախագահԱշոտ Ղուլյանի հետ:  ԱԺ նախագահի խոսքով` ազատ Ացրախն այսօր նոր սերնդի ինքնության անբաժանելի մասն է:

«Եթե 1991 թվականին անկախ հանրապետության հռչակումը Արցախի ինքնագոյատեւման կենսական պայման էր, ապա այսօր այն արցախյան նոր սերնդի ինքնության անբաժանելի մասն է։ Մեր կյանքի իրավունքն ապահովելու, պաշտպանությունը պատշաճորեն կազմակերպելու եւ մայր հայրենիքին վերամիավորվելու համար սկսված շարժման հետագա հաջողությունը երաշխավորելու համար մենք գնացինք երկրորդ հայկական հանրապետության հռչակման ճանապարհով՝ պահպանելով միջազգային իրավունքով ամրագրված բոլոր պահանջները։ Անցած 27 տարիների ընթացքում համահայկական ջանքերով մեզ հաջողվել է զարգացնել Արցախը եւ դարձնել այն համազգային արժեք. արժեք, որը բոլորինն է և յուրաքանչյուրինը»,- ասել է նախագահը:

Աշոտ Ղուլյանի խոսքով` խորհրդարանական դիվանագիտությունն ամենաարդյունավետ մեխանիզմն է` արտաքին աշխարհին Արցախում տիրող իրավիճակը հասանելի դարձնելու համար:

«Արցախի Հանրապետության այսօրվա կարգավիճակով պայմանավորված՝ մենք դրսի հետ շփումների շատ քիչ հնարավորություններ ունենք։ Խորհրդարանական դիվանագիտությունը թերեւս ամենաարդյունավետ աշխատող մեխանիզմն է, որը հնարավորություն է ընձեռում արտաքին աշխարհին, մասնավորապես քաղաքական-հասարակական շրջանակներին հասանելի դարձնելու Արցախում տիրող իրավիճակը, այս կամ այն հարցերում մեր դիրքորոշումն ու տեսակետները։ Ազգային ժողովում գործում են մի շարք բարեկամական խմբեր Եվրոպական խորհրդարանի, Բելգիայի Թագավորության Ֆլանդրիայի խորհրդարանի հետ եւ բարեկամության շրջանակներ Լիտվայի, Ֆրանսիայի, ինչպես նաեւ Բելգիայի ֆրանսախոս համայնքի ներկայացուցիչների հետ։ Այս ուղղությամբ մեր աշխատանքներն ակտիվ կերպով շարունակվելու են նաև հաջորդ նստաշրջանների ընթացքում։ Այս ամենի հետ մեկտեղ կան նոր նախաձեռնություններ, որոնց իրագործումն, իհարկե, ժամանակի հարց»,- նշել է նա։
