«Ժողովուրդ» թերթը գրում է. «Վարչապետ Նիկոլ Փաշինյանն իր վարած կադրային քաղաքականության արդյունքում հայտնվել է լուրջ խնդրի առաջ. Հայաստանի ռազմավարական գործընկեր ՌԴ-ի համար շարունակում են անընդունելի մնալ մի շարք առանցքային պաշտոնյաներ:

Խոսքն այն անձանց մասին է, որոնք տարիներ շարունակ բացահայտ թշնամական կեցվածք են ունեցել ՌԴ-ի նկատմամբ՝ վիրավորական արտահայտություններ անելով այդ երկրի իշխանությունների հասցեին, իսկ այսօր բարձր պաշտոն են զբաղեցնում Հայաստանում:
Այս առումով առանցքային դեմքերից են ԱԱԽ քարտուղար Արմեն Գրիգորյանն ու Պետական վերահսկողական ծառայության ղեկավար Դավիթ Սանասարյանը:

Ինչպես պնդում են «Ժողովուրդ» օրաթերթի աղբյուրները, ռուսական կողմը բաց տեքստով պարբերաբար հասկացրել է, որ իրենց համար անցանկալի է նման անձանց ներկայությունն իշխանական վերնախավում, եւ որ դա չի բխում երկու երկրների շահերից, քանի որ առնվազն իրենք շատ հարցերում չեն վստահում կոնկրետ անձանց:

Մամուլում գրվել է, որ Արմեն Գրիգորյանին ռուսական կողմը չի վստահում ռազմաքաղաքական բնույթի շատ փաստաթղթեր՝ մտածելով, որ դրանք կարող են հայտնվել ամերիկացիների ձեռքում: Նման խնդիրներ կան նաեւ Դավիթ Սանասարյանի դեպքում:
