ՀՀ կառավարությունը ներկայումս ծանոթանում է Լեռնային Ղարաբաղի հակամարտության բանակցային գործընթացի նախորդներից իրեն ժառանգված իրավիճակին։ «Արմենպրես»-ի փոխանցմամբ՝ այս մասին «Զինուժին» տված հարցազրույցում հայտարարեց ՀՀ վարչապետ Նիկոլ Փաշինյանը։ Վարչապետը նկատեց, որ դա ծավալուն աշխատանք է, որից հետո պետք է տեղի ունենա այդ ժառանգության գնահատում։ «Պետք է որոշում կայացվի, թե ինչ հիմքի վրա է շարունակվում բանակցային գործընթացը։ Պետք է արձանագրել՝ ինչ է տեղի ունեցել բանակցային գործընթացի վերջին կետում, գնահատել արդյոք նոր կառավարության համար այդ հիմքի վրա բանակցությունների շարունակությունն ընդունելի է, թե այնուամենայնիվ բանակցությունները պետք է վերսկսվեն նոր կետից։ Կամ սրբագրումներ ու փոփոխություններ պե՞տք է արվեն։ Ընդհանուր առմամբ՝ հենց սա է այսօրվա գործընթացը։ Միջնորդները, միջնորդ երկրները ընդունում են, որ հարցն այսպիսի փուլում է գտնվում»,-ասաց Փաշինյանը։

Ինչ վերաբերում է ԼՂ հիմնահարցի կարգավորման իր տեսլականին, ապա գործադիրի ղեկավարը նկատեց, որ բազմիցս առիթ է ունեցել մի քանի առանցքային կետերի վերաբերյալ հրապարակային հայտարարություններ անելու։ Նա ևս մեկ անգամ շեշտեց՝ առաջնահերթ է արձանագրել փաստը, որ ինքը՝ որպես ՀՀ վարչապետ լիազորված է բանակցել միայն Հայաստանի Հանրապետության անունից, և լիազորված չէ բանակցել Լեռնային Ղարաբաղի Հանրապետության անունից։ «Դա այն պարզ պատճառով, որ Հայաստանի Հանրապետությունում իշխանության ձևավորմանը Լեռնային Ղարաբաղի ժողովուրդը չի մասնակցում, նրանք ունեն իրենց սեփական ընտրական համակարգն ու պետական ներկայացուցիչները, ովքեր էլ պետք է բանակցեն Արցախի անունից։ Բայց ուզում եմ շեշտել, որ մենք չենք հրաժարվում Ղարաբաղի հարցի բանակցային գործընթացին մասնակցելուց, մենք պատրաստ ենք հնարավորինս ամենաարդյունավետ ձևով մասնակցել այդ գորընթացին»,-ընդգծեց վարչապետ Փաշինյանը։

Նիկոլ Փաշինյանը վերահաստատեց այն տեսակետը, որ ռազմական նոր բախումը մարտահրավորներով հղի է ոչ միայն Հարավային Կովկասի, այլև մինչև իսկ Եվրոպայի համար։ «Վերջերս  Գերմանիայի կանցլեր Անգելա Մերկելի այցի շրջանակներում մենք հենց դա էինք քննարկում, թե ինչպիսի մեծ մարտահրավերներ կլինի Եվրոպայի համար, եթե այստեղ կրկին ռազմական բախում տեղի ունենա։ Պատերազմի անթույլատրելիության վերաբերյալ կա ըմբռնում ամբողջ առաջադեմ աշխարհում, դա կարելի է նկատել նաև Ադրբեջանում Գերմանիայի կանցլերի կատարած հայտարարություններում»,-հավելեց նա։
