Ազգային ժողով - Կառավարություն հարցուպատասխանի ժամանակ ԱԺ պատգամավոր Նիկոլ Փաշինյանը հայտարարեց, թե Սուրիկ Խաչատրյանը չի նշանակվել Սյունիքի մարզպետ, քանի որ քվեարկությունը համապատասխան ընթացակարգով չի արվել:
Փաշինյանը նշեց, որ գրավոր հարցում է ուղարկել կառավարություն՝ պարզելու համար, թե սեպտեմբերի 25-ի նիստում, երբ Սուրիկ Խաչատրյանը նշանակվել է Սյունիքի մարզպետ, ինչպես է եղել քվեարկությունը, սակայն կառավարությունը պատգամավորին որեւէ տեղեկատվություն չի տրամադրել, թե ինչպես է անցել այդ հարցի քվեարկությունը՝ ովքեր են կողմ եղել, ովքեր՝ դեմ:
Կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանը հավատացրեց, որ Կառավարության բոլոր որոշումներն էլ քվեարկությամբ են ընդունվում, և յուրաքանչյուր դեպքում վարչապետը հարցնում է, թե ի՞նչ կարծիքներ կան, ո՞վ է դեմ, և եթե որևէ նախարար հայտարարում է, որ դեմ է, ապա դա արձանագրվում է, իսկ եթե նման բան չի լինում, վարչապետը հայտարարում է՝ որոշումն ընդունված է:
Հարությունյանը նշեց նաև, որ կառավարությունում, ի տարբերություն Ազգային ժողովի, նախատեսված չէ քվեարկել ձեռնպահ, իսկ կողմ և դեմ քվեարկությունը նախատեսված է և առանց բացառության բոլոր որոշումներն ընդունվում են նույն սկզբունքով:
Պատգամավորը միացրեց նիստի ձայնագրությունը, որտեղ, իր խոսքով, երևում էր, որ քվեարկություն չի եղել, ինչից հետո Դավիթ Հարությունյանը հեգնեց Նիկոլ Փաշինյանին.
«Ես կարծում եմ մենք պետք է շնորհավորենք ՀՀ յուրաքանչյուր քաղաքացու, որ Ձեզ հնարավորություն չի ընձեռնվել աշխատել իրավապահ մարմիններում: Եթե նմանատիպ լայն մեկնաբանությամբ որեւէ մեկն աշխատեր իրավապահ մարմիններում, ապա 37 թիվը մեզ կթվար ժողովրդավարության թերևս լավագույն ժամանակահատված:
Նմանատիպ իրավական մեկնաբանությունները շատ հեռու են բուն իրավունքից: Ինչ վերաբերում է Ձեր ներկայացրած ձայնագրությանը, դա որևէ մեկի մոտ հարց չի առաջացնում, որովհետեւ դա այն աշխատակարգն է, որով մենք շարժվում ենք առաջ: Եթե որևէ հարցի վերաբերյալ, որևէ նախարար ունի ասելիք, դեմ է, ապա նա դա բարձրաձայն հնչեցնում է: Չի եղել որևէ դեպք, երբ առանց համապատասխան դադար տալու և հնարավորություն ընձեռելու, որ որևէ նախարար ներկայացնի իր բացասական կարծիքը, հայտարարվի, որ որոշումն ընդունված է:
Ընդհանրապես յուրաքանչյուր անգամ կոլեգիալ մարմնում կան նմանատիպ երևույթներ, օրինակ այստեղ վարման կարգի մասին հայտարարությամբ հանդես գալը: Յուրաքանչյուր հարց քվեարկության դնելուց առաջ դարձյալ նիստը վարողը օրինակ ուշադրություն է դարձնում, թե որևէ մեկը ունի այստեղ իր դիրքորոշումը, պահանջը ներկայացնելու ցանկություն, թե' ոչ, նմանատիպ իրավիճակ է նաև կառավարության նիստերում, սա անհամեմատ ավելի փոքր կոլեգիալ մարմին է, քան Ազգային ժողովը: Այս աշխատակարգը իրեն արդարացրել է, և նորից եմ կրկնում, գործել է 1990 թվականից առ այսօր, առանց բացառության'ցանկացած որոշում ընդունելիս»,- ասաց Հարությունյանը:
Վերջինս նշեց նաև, որ այս տարիների ընթացքում եղել են նաև դեպքեր, երբ ոչ բոլորն են կողմ եղել Կառավարության այս կամ այն որոշմանը և բոլոր դեպքերն էլ արձանագրվել են:
