ՀՀ արդարադատության նախարարի պաշտոնակատար Արտակ ԶեյնալյանըՀամաներման մասին օրենքի նախագիծն Ազգային ժողովի կայքում հրապարակելը խախտում է համարում: Այն դեռ լրամշակելու հնարավորություն կա: Զեյնալյանը նման տեսակետ հայտնեց ԱԺ-ում լրագրողների հետ զրույցում:

«ԱԺ պետաիրավական և մարդու իրավունքների հարցերով մշտական հանձնաժողովում նախագիծը քննարկվելու է փակ ռեժիմով, դրանով  հետապնդվում է սահմանադրական նպատակ՝ պաշտպանելու մարդկանց իրավունքները:  ԱԺ կայքում հրապարակելը որոշակի հակասության մեջ է մտնում ԱԺ կանոնակարգ օրենքի հետ: Մինչ դա փորձ է արվել այդ փաստաթուղթը ձեռք բերել և հրապարակել: ԱԺ կայքում հրապարակել է նախագիծը, սակայն այն հրապարակման ենթակա չէր»,- ասաց Զեյնալյանը:

Նա նշեց՝ Համաներման մասին նախագիծը ենթակա է փոփոխման, լրամշակման: Ունեն հիմնավոր փաստաթղթեր՝  ըստ որի՝ այս համաներումը բավականին  ընդգրկուն է: ԱԺ ներկայացված նախագիծը լրամշակելու, փոփոխելու հնարավորություն կա:

Զեյնալյանը նշեց՝ համաներումը պետության պարտականությունը չէ: Եվ այն կարող է արվել որպես բարի կամքի դրսևորում: «Մեր վերաբերմունքն այս ոլորտում փոխվել է: Այսպիսի քանակով պայմանական, վաղաժամկետ ազատումներ չեն եղել:  Այս ոլորտում իրականացվում են տեխնիկական լուծումներ: Յուրաքանչյուրին ներկայացվում է անհատական մոտեցում»,- ասաց նա:

Նախագիծը քննարկման փուլում է դեռ, քննարկումներից հետո միայն կստանա վերջնական տեսք:

Համաներման մասին օրենքի նախագիծն ԱԺ արտահերթ նիստում կքննարկվի հոկտեմբերի 31-ին:
