ԱՆ կից հասարակական խորհուրդը քննարկել է առողջապահության ֆինանսավորման մեխանիզմների խնդիրները

Կայացել է ՀՀ առողջապահության նախարարին կից հասարակական խորհրդի հերթական նիստը, որը նախագահում էր առողջապահության նախարարի տեղակալ Արսեն Դավթյանը:

Ինչպես տեղեկացրին ՀՀ առողջապահության նախարարության տեղեկատվության եւ հասարակայնության հետ կապերի վարչությունից, հասարակական խորհրդի նիստի օրակարգում ընդգրկված էին 2 հարց. առողջապահության ֆինանսավորման մեխանիզմները և Մարդու իրավունքների պաշտպանության ազգային ռազմավարությունից բխող 2017-2019 թվականների գործողությունների ծրագրի կատարման ընթացքը:

Ողջունելով խորհրդի անդամներին` Արսեն Դավթյանն ընդգծեց, որ առողջապահության ֆինանսավորման նոր մեխանիզմներն առողջապահության նախարարության քաղաքականության գերակայություններից են և շատ կարևոր են նաև հասարակական հատվածի հետ քննարկումների համատեքստում:

Առողջապահության ֆինանսավորման մեխանիզմների շրջանակներում Արսեն Դավթյանը ներկայացրեց 2018 թվականի բյուջեի կատարողականը, 2019 թվականի բյուջեի ծախսային կառուցվածքը, առաջնահերթություններն ու գերակայությունները, ընդգծեց, որ 2019 թվականին պետական բյուջեով առողջապահության ոլորտի ծախսերում 2018 թվականի համեմատ նախատեսվել է շուրջ 10,3 մլրդ դրամի կամ 13,7 տոկոսի աճ:

Նախարարի տեղակալն անդրադարձավ նաև Հայաստանի Հանրապետությունում համընդհանուր ապահովագրական ծածկույթ ապահովելու վերաբերյալ առողջապահության նախարարության տեսլականին` նշելով, որ այդ նպատակին հասնելու համար նախարարության քաղաքականությունն ուղղված է պարտադիր բժշկական ապահովագրության մեկ միասնական կառույցի ստեղծմանը, որն ունենալով պետական կարգավիճակ կգործի առանձին։

ՀՀ առողջապահության նախարարության աշխատակազմի իրավաբական վարչության գլխավոր մասնագետ Աստղիկ Հարությունյանը, ներկայացնելով Մարդու իրավունքների պաշտպանության ազգային ռազմավարությունից բխող գործողությունների ծրագրի կատարման ընթացքը, նշեց, որ ծրագրում առկա է ՀՀ առողջապահության ոլորտին վերաբերող 22 կետ, որոնցից 2018 թվականի 3-րդ եռամսյակում առողջապահության նախարարությունը կատարման ենթակա կետեր չունի:

 Ամփոփելով նիստը՝ խորհուրդը նախագահող Արսեն Դավթյանը շնորհակալություն հայտնեց գործընկերներին արդյունավետ և առարկայական քննարկման համար:
