Իրավական ակտերի նախագծերի հրապարակման միասնական կայքում ներկայացվել է Հարկային օրենսգրքում փոփոխություններ կատարելու նախագիծը, որով առաջարկվում է Շահումով խաղերից, տոտալիզատորներից ֆիզի­կա­կան անձանց շահումները հարկել եկամտային հարկով:

Շահումով խաղերի, տոտալիզատորների (այդ թվում՝ ինտեր­նետ շահումով խաղերի և տոտալիզատորների) կազ­մակերպ­­ման գործունեության հարկման մոտեցումները նախատեսվում է վերանայել 2020 թվականի հունվարի 1-ից:

«Մասնավորապես՝ առաջարկվում է նշյալ գործունեության տեսակների հարկումը կազմակերպել այլ՝ ավելի արդար սկզբունք­­ների հիման վրա՝ այդ գործունեության տեսակների հարկումը տեղափոխելով հարկման ընդհա­նուր համակարգ: Առաջարկվում է նաև վերանայել նշյալ գործունեության տեսակների շրջա­նակ­ներում ստացվող շահումների հարկման մոտեցումները՝ սահմա­նելով, որ ֆիզի­կա­կան անձանց շահումները հարկվում են եկամտային հարկով, իսկ եկամտա­յին հարկը հաշ­վար­կելու և պահելու պարտավորությունը կրում է շահումով խաղերի, տոտալիզատորի գոր­ծու­նեու­թյան կազ­մա­կերպիչը՝ որպես հարկային գոր­ծա­կալ»,- ասվում է նախագծում:

Եթե հաշվի առնենք, որ նույն Հարկային օրենսգրքի փոփոխություններով առաջարկվում է եկամտահարկը դարձնել 23 տոկոս, ապա շահումով խաղերից, տոտալիզատորներից ստացվող շահումները կհարկվեն հենց 23 տոկոսով:

Հիշեցնենք, որ օրերս Ազգային ժողովում քննարկվում էր «Վիճակախաղերի մասին» և «Շահումով խաղերի, ինտերնետ շահումով խաղերի և խաղատների մասին» ՀՀ օրենքներում փոփոխություններ և լրացումներ կատարելու հարցը: Նախագծով առաջարկվում էր ՀՀ-ում օրենքով արգելել ինչպես տեղական, այնպես էլ միջազգային բուքմեյքերական ընկերությունների գործունեությունը, գրասենյակներն ու վիրտուալ տիրույթում հարթակները, սակայն փոփոխություններն ԱԺ-ի կողմից չընդունվեցին:
