ՀՀ արդարադատության նախարարի տեղակալ Վիգեն Քոչարյանն այսօր մասնակցել է «Խոսքի ազատություն. որտե՞ղ են սահմանները» սեմինար-փորձագիտական քննարկմանը: Մարդու իրավունքների համընդհանուր հռչակագրի 70-ամյակի միջոցառումների շրջանակում տեղի ունեցած միոցառումը կազմակերպել էր  Խոսքի ազատության պաշտպանության կոմիտեն Հայաստանում Եվրոպական միության պատվիրակության հետ համատեղ:

Ինչպես տեղեկացրին ՀՀ ԱՆ տեղեկատվության և հասարակայնության հետ կապերի վարչությունից,  քննարկմանը մասնակցել են նաև ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը, Հայաստանում ԵՄ պատվիրակության ղեկավար, դեսպան Պյոտր Սվիտալսկին, Խոսքի ազատության պաշտպանության կոմիտեի նախագահ Աշոտ Մելիքյանը, եվրոպացի փորձագետներ, քաղաքացիական հասարակության և լրատվամիջոցների ներկայացուցիչներ:

Արդարադատության նախարարի տեղակալ Վիգեն Քոչարյանը իր խոսքում նշել է, որ Հայաստանն այսօր ազատ խոսքի ու ազատ մամուլի երկիր է, յուրաքանչյուր ոք ունի ազատ կարծիք արտահայտելու իրավունք, ինչը մարդու հիմնարար իրավունքն է  և  ժողովրդավարության պայման: «Մենք այսօր ունենք այնպիսի ժողովրդավարական հասարակություն, որտեղ յուրաքանչյուրը գիտի իր իրավունքների մասին և կարողանում է ազատորեն իրացնել դրանք»,- ասել է նախարարի տեղակալը՝ միևնույն ժամանակ մտահոգիչ համարելով ատելության խոսքի արտահայտման դեպքերը: «Ներդաշնակ հասարակությունում չպետք է լինեն  ատելության կամ դրա քարոզի դրսևորումներ»,- ասել է Վիգեն Քոչարյանը:

Նախարարի տեղակալը  նշել է, որ ներկայիս պայմաններում հատկապես մտահոգիչ է ատելության խոսքի առկայությունը սոցիալական ցանցերում: «Համացանցը մեզ տալիս է էապես նոր գործիքներ հաղորդակցության, հասարակական քննարկումների և ժամանցի համար: Սակայն, մենք չպետք է թույլ տանք, որ այն դառնա ատելության քարոզչության առցանց գործիք»,- ասել է նախարարի տեղակալը՝ վստահություն հայտնելով, որ փորձագիտական քննարկումները մեծապես կնպաստեն ատելության խոսքի տարածման դեմ պայքարի ոլորտում առկա խնդիրների վերհանմանը և կօգնեն գտնել արդյունավետ լուծումներ՝  ժողովրդավարական  հասարակության արժեքներին համահունչ:

Քննարկման ընթացքում ներկայացվել են խոսքի ազատության և ատելության խոսքի սահմանազատման առանձնահատկությունները, դիտարկվել է ատելության, թշնամանքի, վիրավորանքի և զրպարտության դեմ պայքարի առկա  մոտեցումներն ու միջազգային փորձը։
