Տնտեսագիտական աքսիոմա է այն իրողությունը, որ զարգացած տնտեսության գլխավոր գրավականներից մեկը աշխույժ նեդրումային միջավայրն է: Ներդրումներն են, որ ջրաղացի սկզբունքով պտտում են տնտեսությունը: Աշխարհի զարգացած ցանկացած պետության օրինակով կարելի է համոզվել սրանում:
Իհարկե ներդրումային բարենպաստ միջավայր ձևավորելու գործում էլ գլխավոր դերը պատկանում է քաղաքական վարչակարգին: Նրանք են սամանում խաղի կանոնները, նրանք են սահմանում օրենքները, որոնք կա՛մ նպաստում են ներդրումների ներգրավմանը, կա՛մ, հակառակը, վանում են:
Հայաստանում քաղաքական վարչակազմի փոփոխությունը այլևս կայացած փաստ է: Պատմության մեջ դա կմնա որպես թավշյա հեղափոխություն, կամ իշխանափոխություն: Միևնույն ժամանակ, քաղաքական փոփոխությունը տնտեսական արագ փոփոխությունների չբերեց: Նոր իշխանությունները դեռ միջազգային ճանաչման և վստահության խնդիր ունեին լուծելու:
Այս պայմաններում նոր վարչակազմին սոլիդարություն հայտնած և քաղաքական լուրջ կենսագրություն ունեցող գործիչներից ԲՀԿ նախագահ Գագիկ Ծառուկյանը նախաձեռնում է տնտեսական հեղափոխության հավակնոտ գաղափարը: Առաջին անգամ այս մասին նա հայտարարում է «Ներդրումներ և առևտուր» խորագրով կլոր սեղան-համաժողովին, որին ներկա էր նաև վարչապետ Նիկոլ Փաշինյանը և ավելի քան 20 երկրների խորհրդարանների պատգամավորներ, նախարարներ, բիզնես ոլորտի ներկայացուցիչներ:
Անմիջապես այս հանդիպումից հետո հայտարարվում է նաև արդյունաբերական քաղաքի մոդելի մասին, որն ընդգրկում է 10-ից ավելի գործարաններ և ապահովելու է 7500 աշխատատեղ, և մի քանի օրում տեղի է ունենում արդեն մի քանի գործարանների բացումը՝ «Մուլտի Սոլար» արևային էներգիայի կայանը, «Մուլտի Տեքստիլ» սրբիչի գործարանը, ինչպես նաև Մայնինգ ֆերման, որն աշխատում է նորագույն տեխնոլոգիաներով: Միայն արդյունաբերական քաղաքը մոտ 7500 աշխատատեղ է ապահովելու:
Շեշտը դրված է նորագույն տեխնոլոգիաների վրա, քանզի Հայաստանը այս ոլորտում համարվում է հաջողակ երկիր, և գաղտնիք չէ, որ ապագան նորագույն տեխնոլոգիաներինն է: Իսկ ահա տեքստիլագործության հսկայական փորձ ունեցող մեր հանրապետությունում վերջապես կրկին զարկ է տրվում տեղական արտադրությանը: 
Հաջողված այս ծրագրերը, համոզված եմ, որ օրինակ են լինելու նորանոր արտաքին ներդրումների համար՝ ծառայելով որպես յուրօրինակ վստահության երաշխիք:
