ԲՀԿ-ն իր ծրագրային դրույթներում կարևորում է վարկային հարաբերությունների համակարգի առողջացումը

ՀՀ-ում վարկային ներդրումների մեջ մեծ տեսակարար կշիռ են կազմում ուղղակի կամ առաջնակարգ ապահովվածություն ունեցող վարկերը, որոնք, փաստորեն, արտադրության ու շրջանառության ոլորտում գտնվող ապրանքանյութական արժեքների դիմաց տրվող վարկերն են: Անուղղակի ապահովվածություն ունեցող վարկերի թվին է դասվում բանվոր-ծառայողներին աշխատավարձ վճարելու համար տրվող կարճաժամկետ վարկը, որի դիմաց չնայած նյութական ապահովվածություն չկա, բայց, հաշվի առնելով, որ աշխատավարձը մեծ մասամբ տրվում է նաև ապրանքանյութական արժեքներ արտադրելու նպատակով՝ թեկուզ անուղղակի կարգով, ունի նյութական ապահովվածություն:
 
Հանրապետությունում գործող շուրջ 300 հազար գյուղացիական տնտեսությունների գերակշիռ մասը բարձր տոկոսադրույքներով վարկերի ներքո է: Պետությունը պարտավոր է համակողմանի աջակցություն ցուցաբերել գյուղատնտեսական արտադրությամբ զբաղվող անհատներին և ընկերություններին՝ նպաստելով գյուղական մթերքների իրացմանը և նոր շուկաների խթանմանը, գործող տրանսպորտային ուղիներում սեզոնային լարվածությունների թուլացմանը, 3-4 % վարկային ռեսուրսների ապահովմանը: Հնարավորությունների սահմաններում անհրաժեշտ է բացառել նաև ՀՀ քաղաքացիների օթևանների բռնագրավումը բանկային պարտավորությունները չկատարելու հետևանքով՝ հիմքում դնելով այդ պարտավորությունների սառեցման կամ հետաձգման դրույթը: Նկատենք, որ այս քայլը միանշանակ կնպաստի նաև նոր արտագաղթի կանխմանը:
 
Գագիկ Ծառուկյանն իր ելույթներում քանիցս անդրադարձել է պետության վարկային քաղաքականությանը, կարևորելով վարկերի տակ կքած քաղաքացիների բեռի որոշակի թեևացումը: Ընդգծենք, որ ՀՀ-ում ներկայումս կան շուրջ 1.5 մլն վարկառուներ՝ ՀՀ-ում չկա ընտանիք, որ չունենա վարկ: Ներկայում նախորդ 10-15 տարիների ընթացքում բարձր տոկոսներով՝ 18-24 %, վարկեր ձեռք բերած քաղաքացիների և տնտեսվարող սուբյեկտների մեծ մասը կքած է այդ վարկերի բեռի ներքո, հաճախ դրանք վերաձևակերպելով տարբեր բանկերում և վարկային կազմակերպություններում:
 
ԲՀԿ-ն իր ծրագրային դրույթներում կարևորում է վարկային հարաբերությունների համակարգի առողջացում` տոկոսների, տույժ-տուգանքների սառեցում, ինչպես նաև հետաձգում, որոշ դեպքերում՝ նաև դուրսգրում: Նշվում է, որ անհրաժեշտ են 0.5-1% տոկոսադրույքներով մեծածավալ վարկային միջոցներ, որոնք կհոսեն դեպի տնտեսության իրական հատված` 2-3%-ով: Վստահաբար կարող ենք ասել, որ այս պայմաններում հնարավոր է ունենալ մրցունակ տնտեսություն:
 
Դրամավարկային քաղաքականության մեջ կարևոր է ՀՀ Կենտրոնական բանկի գործունեությունը. ԲՀԿ նախընտրական ծրագրերում նշվում է, որ ԿԲ-ն պետք է իրականացնի հետևողական դրամավարկային քաղաքականություն՝ մշտապես սահմանելով արդյունավետ վերաֆինանսավորման տոկոսադրույք՝ հաշվի առնելով նաև կանխատեսվող ռիսկերը:
