ԵԱՏՄ ամանորյա «նվերը» Հայաստանին. ինչպիսի՞ն կլինեն հետևանքները

2019թ. հունվարի 1-ից ԵԱՏՄ անդամ երկրների քաղաքացիները երրորդ երկրներից կկարողանան առանց մաքսային վճարների առավելագույնը մինչև 500 եվրոյին համարժեք գումարի ապրանքներ ներմուծել։ Ինչպես նաև՝ այդ ապրանքների ընդհանուր քաշը չպետք է գերազանցի 25 կիլոգրամը։ Խոսքը անձնական օգտագործման համար ներմուծվող ապրանքների մասին է, որոնք քաղաքացիները ներմուծում են վերգետնյա տրանսպորտով՝ ավտոմեքենաներով, ավտոբուսներով կամ գնացքով։ Նոր որոշմամբ, փաստորեն, արժեքի չափը նվազեցվել է եռակի, իսկ քաշը՝ կրկնակի։ Ըստ դրա՝ եկող տարվա հունվարի 1-ից, եթե անձնական օգտագործման համար ներկրվող ապրանքի արժեքը գերազանցի 500 եվրոյի կամ 50 կիլոգրամի շեմը, ապա քաղաքացին ստիպված է լինելու դրանց մաքսային արժեքի 30%-ի չափով մաքսային վճար տալ։
 
Այս փոփոխությունների արդյունքում առաջին հերթին թիրախավորվելու են մանր ու միջին առևտրականները, ովքեր մինչ այս, օրվա հացը հաջողացնում էին վաստակել, օրինակ, Վրաստանից կամ Թուրքիայից անհատական սպառման ապրանքներ ներկրելով և այստեղ վերավաճառելով: Մի կողմ դնելով այն փաստը, որ նման փոփոխությունները ԵԱՏՄ անդամ պետություններից, առաջին հերթին տուժելու է հենց Հայաստանը՝ հաշվի առնելով մեր տնտեսության վիճակը, կա նաև խնդրի քաղաքական կողմը: Քանի որ խոսքը գնում է առավել խոցելի խավին հասցվող նոր վնասի մասին, ակնկալվում է, որ փողոցային ակցիաների միջոցով իրենց անհամաձայնությունը հայտնողների թիվը էապես կավելանա, ինչը էլ ավելի կդժվարացնի իշխանությունների աշխատանքը:
 
Մյուս կողմից, անչափ հետաքրքիր է, որ Հայաստանի նոր իշխանությունները բազմիցս հայտարարել են, որ ԵԱՏՄ շրջանակներում քննարկման առարկա են դառնում գրեթե բոլոր սուր կամ հակասական հարցերը: Անշուշտ, այս որոշումն ընդունվել է դեռ 2017-ին, և Փաշինյանին այլ բան չի մնում քան իրագործել նախորդ իշխանությունների կողմից համաձայնության արժանացած փաստաթղթի դրույթները: Այնուամենայնիվ, հետաքրքիր է՝ Հայաստանի նոր իշխանությունները կիսվե՞լ են իրենց մտահոգություններով ԵԱՏՄ գործընկերների հետ, թե՞ մտահոգվելու առիթ չեն էլ տեսել…
