Հունվարի 1-ից քաղաքացիների ուղեբեռը կհարկվի, եթե այն ավելի է 25 կգ-ից եւ 500 եվրոյից. Ո՞ւմ կհարածի այս փոփոխությունը

Եվրասիական տնտեսական մաքսային օրենսդրության համաձայն՝ հունվարի 1-ից ֆիզիկական անձանց ներկրած հարկման ոչ ենթակա ապրանքների ծավալի ու գնի շեմը փոփոխվել է։ Սա ենթադրում է, որ ֆիզիկական անձինք կարող են իրենց հետ ունենալ մինչև 25 կգ քաշով անձնական օգտագործման ուղեբեռ, որի արժեքը չի գերազանցում 500 եվրոն։ Դրանից ավելին ունենալու դեպքում այն ենթակա է մաքսազերծման։

Նշենք, որ մինչ այդ ֆիզիկական անձն իրավուն ուներ առանց մաքսազերծման իր հետ ունենալ մինչեւ 50 կգ բեռ, որի արժեքը չէր անցնում հազար եվրոն։

Այս փոփոխությունը լուրջ անհանգստություն  առաջացրել հանրության շրջանում, քանի որ շատ հաճախ սահմանը հատելիս անգամ անձնական օգտագործման իրերը կարող են 25 կգ-ից ավելի լինել։

Նկատեն, որ այս փոփոխությունը պայմանավորված է Եվրասիական տնտեսական հանձնաժողովի որոշմամբ, ըստ որի 2019թ. հունվարի 1-ից առանց մաքսային վճարների ներմուծվող անձնական օգտագործման ապրանքների արժեքային եւ բնաիրային չափերը փոփոխվում են։

Ըստ ՊԵԿ-ի իրազեկման՝ «2019 թվականի հունվարի 1-ից առանց մաքսատուրքերի ու հարկերի վճարման ներմուծվող ապրանքների արժեքային չափը կրճատվելու է 3 անգամ, իսկ կշիռը՝ 2 անգամ: Փոփոխությունները նախատեսված են Եվրասիական տնտեսական հանձնաժողովի խորհրդի` 2017թ. դեկտեմբերի 20-ի «Անձնական օգտագործման ապրանքների հետ կապված առանձին հարցերի վերաբերյալ» թիվ 107 որոշման մեջ ԵՏՀ 2018թ. նոյեմբերի 1-ի թիվ 91 որոշմամբ:

Նոր կարգավորման համաձայն` եթե ֆիզիկական անձինք ԵՏՄ մաքսային տարածք ներմուծեն անձնական օգտագործման ապրանք, որի արժեքը չի գերազանցում 500 եվրոյին համարժեք գումարը, իսկ քաշը` 25 կիլոգրամը, ապա որեւէ գանձում չի կատարվի: Չափաքանակները գերազանցելու դեպքում կիրառվելու է մաքսատուրքերի եւ հարկերի միասնական դրույքաչափ, այսինքն` ապրանքների արժեքի նկատմամբ 30%-ի չափով, բայց ոչ պակաս, քան 1 կիլոգրամի համար 4 եվրոյին համարժեք գումար նշված արժեքը կամ կշիռը գերազանցող մասի համար:

Ընդ որում, կարգավորումները վերաբերում են տրանսպորտային միջոցներով (բացի օդային տրանսպորտից) կամ առանց դրանց ԵՏՄ տարածք ներմուծվող ուղեկցվող կամ չուղեկցվող ուղեբեռում անձնական օգտագործման ապրանքներին, բացառությամբ էթիլային սպիրտի, ալկոհոլային խմիչքների, գարեջրի, անձնական օգտագործման ոչ բաժանելի ապրանքների»:

ՊԵԿ-ի փոխանցմամբ, եթե ֆիզիկական անձը ցամաքային ճանապարհով անձնական օգտագործման իրեր է ներկրում (օգտագործված իրերին չի վերաբերում), եւ եթե դրանց արժեքը գերազանցում է 500 եվրոն եւ 25 կգ-ն, ապա պետք է հարկվեն: Այսինքն եթե ձեր բեռը 40 կգ է, ապա հարկվելու է միայն լրացուցիչ 15 կգ բեռը՝ 30 տոկոսադրույքով։

Այս խնդրին անդրադարձել է նաեւ ՊԵԿ նախագահ Դավիթ Անանյանը՝ նշելով, որ այո, խոսքը ֆիզիկական անձանց բեռի մասին է, ոչ թե տնտեսական գործունեություն ծավալելու նպատակով բերվող բեռի մասին։

Այս փոփոխությունն ամենից շատ մտահոգել է ջավախահայերին, որոնք առավել հաճախ են հատուկ հայ-վրացական սահմանը, իսկ դա ԵՏՄ սահման է։

Նկատենք, որ մինչ այս փոփոխությունը տնտեսագետները նշում էին, որ որոշ խոշոր ներկրողներ բեռնատարներով ապրանքը բերում էին հայ-վրացական սահման, այնտեղ բեռնաթափում ու սահմանն անցկացնում անհատ քաղաքացիների միջոցով, որոնցից յուրաքանչյուրն անցկացնում էր մինչեւ 50 կգ բեռ ու չէր մաքսազերծվում։ Իսկ արդեն Հայաստանի տարածքում նորից բեռը միավորվում էր ու այսպիսով խուսափում էին մաքսատուրքից։

Հիմա, երբ թույլատրելի սահմանը 50 կգ-ից դռնում է 25 կգ, նույն մեխանիզմը կգործի, սակայն անհատ քաղաքացիները Հայաստան կանցկացնեն մինչեւ 25 կգ բեռ։
