Նախօրեին Կառավարությունը հայտարարություն էր տարածել, որ հաջորդ շաբաթ տեղի է ունենալու ԱԺ արտահերթ նիստ:
Բազմաթիվ օրինագծերի հետ մեկտեղ կառավարությունը կոչ է արել քննարկել նաև գյուղական համայնքներում բիզնես գործունեությանը հարկային արտոնություններ տրամադրելու վերաբերյալ օրինագիծը։
Սույն օրինագիծը տարբերվում է մնացած առաջարկներից նրանով, որ սա ուղղակի աջակցություն չէ, որը սովորաբար ինչ-որ պահից ուզած, թե չուզած դադարում է ծառայել իր նպատակին, այլ անուղղակիորեն միտված է համայնքներում կուտակված խնդիրների առավել արդյունավետ լուծմանն ու սոցիալական վիճակի բարելավմանը:
Այս օրինագծի համաձայն՝ նախատեսվում է բիզնես գործունեությունն ազատել եկամտային հարկից և շահութահարկից։ Գործարարները ստիպված չեն լինի վճարել նաև ԱԱՀ, ինչպես նաև շրջանառության հարկ։
Այսպիսի արտոնությունները կնպաստեն բիզնես ոլորտի և ձեռնարկատիրական գործունեության զարգացմանը, որն էլ կխթանի կուտակված խնդիրների լուծմանը:
Միակ հարկատեսակը, որի պարտավորությունները կշարունակեն կատարել սահմանամերձ համայնքների վարչական տարածքներում տնտեսական գործունեություն իրականացնողները, կլինի ֆիզիկական անձանց կողմից աշխատավարձի դիմաց վճարվող եկամտային հարկը։
Կան տնտեսական գործունեության որոշ տեսակներ, որոնք հնարավորություն ունեն տեղափոխվել սահմանամերձ համայնքներ։
Այս տեղափոխումն իրատեսական է, քանի որ այս դեպքում ազատվելով հարկերից' առաջացած ռեսուրսները կարելի կլինի ուղղել արտադրանքի ծավալների ավելացմանը: Իսկ ծավալների ավելացումն էլ իր հերթին ենթադրում է նոր աշխատատեղերի ավելացում, հետևաբար բնակչության ավելի մեծ մասի կայուն եկամուտների ու զբաղվածության խնդրի լուծում: Արդեն իսկ գործարարների շրջանում նկատվում են որոշակի հետաքրքրություններ։
Եթե արդարացվեն ակնկալիքները, ապա առաջարկվող մոտեցումը շատ ավելի մեծ օժանդակություն կարող է լինել սահմանամերձ համայնքներին, քան ամենամյա կամ ամենամսյա միանվագ օգնությունները, քանի որ կստեղծվեն աշխատատեղեր, որը ենթադրում է եկամուտների աճ ու սոցիալական վիճակի բարելավում:
