Արցախի ԱԳՆ-ը զարգացնում է արտասահմանյան գործընկերների հետ կապերը

Հունվարի 14-ին տեղի է ունեցել Արցախի Հանրապետության արտաքին գործերի նախարար Մասիս Մայիլյանի տարեկան ամփոփիչ մամուլի ասուլիսը։ Ներկայացնելով արտաքին քաղաքական գերատեսչության 2018թ․ աշխատանքը՝ նախարաը, մասնավորապես, նշել է, որ հանրապետության ԱԳՆ-ը իր գործունեությունը շարունակել է իրականացնել երկրի արտաքին քաղաքականության այն առաջնահերթ ուղղությունների համապատասխան, որոնք նախանշված էին Արցախի Հանրապետության նախագահ Բակո Սահակյանի 20107-2020թթ․ ծրագրում։

Ներկայացնելով Արցախի միջազգային ճանաչման և ապակենտրոնացված համագործակցության զարգացման ու ամրապնդման ուղղությամբ արձանագրված արդյունքները՝ Մասիս Մայիլյանը հիշեցրել է, որ 2018 թ. մայիսի 22-ին Ավստրալիայի Ռայդ քաղաքի քաղաքային խորհուրդը միաձայն ընդունել է բանաձև՝ ի սատարումն Արցախի Հանրապետության անկախության։ Ընդլայնվել է նաև ապակենտրոնացված համագործակցության աշխարհագրությունը՝ ընդգրկելով Մերձավոր Արևելքի տարածաշրջանը: Ընդհանուր առմամբ, 2018 թ. ընթացքում բարեկամական հարաբերություններ են հաստատվել Արցախի և օտարերկրյա պետությունների 6 քաղաքների միջև։

Միևնույն ժամանակ, հետևողական քայլեր են ձեռնարկվել՝ գործնական բնույթ հաղորդելու ապակենտրոնացված համագործակցության շրջանակներում հաստատված հարաբերություններին․ մասնավորապես, աշխատանքներ են իրականացվել Արցախի տարբեր համայնքներում կրթության, ենթակառուցվածքների ստեղծման, գյուղատնտեսության և զբոսաշրջության ոլորտներում ծրագրերի իրականացման ուղղությամբ։ Կազմակերպվել են նաև հինգ օտարերկրյա քաղաքների քաղաքապետերի գլխավորությամբ պատվիրակությունների այցերն Արցախ, որոնց շրջանակներում կայացած հանդիպումների ընթացքում քննարկվել են տարբեր ոլորտներում համատեղ ծրագրերի իրականացման հեռանկարները։

Մասիս Մայիլյանը նաև անդրադարձ է կատարել արտաքին գործերի նախարարության միջազգային կապերի զարգացման և խորացման ուղղությամբ իրականացված գործունեությանը։ Նա կարևորել է Արցախի միջազգային համագործակցության ընդլայնումն ու միջազգային գործընթացներում ներգրավվածությունը՝ Արցախի դեմ Ադրբեջանի կողմից իրականացվող մեկուսացման քաղաքականությանը դիմակայելու տեսանկյունից։ ԱԳՆ ղեկավարը նշել է, որ 2018 թ. գերատեսչության աջակցությամբ կազմակերպվել են Արցախի Հանրապետությունից պաշտոնական պատվիրակությունների մի շարք արտասահմանյան այցեր, ինչպես նաև Արցախ են այցելել պատվիրակություններ՝ օտարերկրյա տարբեր պետություններից և միջազգային կառույցներից։ ԱԳ նախարարն ընդգծել է 2018 թ. մարտի 12-19-ը Նախագահ Բակո Սահակյանի գլխավորությամբ Արցախի Հանրապետության պատվիրակության քաղաքական այցը ԱՄՆ՝ կարևորելով այն Միացյալ Նահանգների՝ որպես ԵԱՀԿ ՄԽ համանախագահող երկրի և՛ պաշտոնական, և՛ վերլուծական շրջանակներին Արցախում առկա իրողությունների, քաղաքական գործընթացների և տարածաշրջանային խնդիրների շուրջ Արցախի դիրքորոշումը ներկայացնելու առումով։

Իրականացվել են նաև արտասահմանյան այցելություններ՝ Արցախի Հանրապետության տարբեր նախարարությունների և գերատեսչությունների ղեկավարների մակարդակով։

Արտաքին քաղաքական գերատեսչությունը աջակցություն է ցուցաբերել խորհրդարանական դիվանագիտության ձևաչափով տարբեր երկրների հետ համագործակցության զարգացմանը։ Այս համատեքստում կարևորվել է Արցախի Հանրապետության ԱԺ նախագահ Աշոտ Ղուլյանի այցը Ֆրանսիա, առանձին պատգամավորների այցերն ԱՄՆերի, Եվրոպայի և Մերձավոր Արևելքի երկրներ։ Կազմակերպվել են նաև Եվրոպական խորհրդարանից, Կիպրոսից, Բելգիայից, Ֆրանսիայից, ինչպես նաև Կալիֆորնիայից օրենսդիրների պատվիրակությունն Արցախ այցելություններ։
