ՌԴ ԱԳՆ-ն արձագանքել է Բաքվի հայտարարությանը` կապված հայկական արմատներով ռուսական քաղաքացիներին Ադրբեջան չընդունելու հետ: ՌԴ ԱԳՆ-ի  հայտարարության մեջ, մասնավորապես, ասվում է.

«Մենք դիվանագիտական էթիկայի սահմաններից դուրս ենք համարում մեկնաբանության տոնը։ Պակաս անհասկանալի չէ դրա բովանդակությունը, որը բերում է Ադրբեջան այցելող ռուսական քաղաքացիների նկատմամբ խտրականության թեման «չծածանելու» պահանջին, որպես իբր պակաս կարեւորի՝ երկկողմ հարաբերությունների դինամիկ զարգացման ֆոնին:

Այս մոտեցումը, անշուշտ, անթույլատրելի է: Ռուսաստանի քաղաքացիների իրավունքների եւ շահերի պաշտպանությունը մեր արտաքին քաղաքականության բացարձակ առաջնահերթություններից մեկն է, որն իրականացվում է Ռուսաստանի Դաշնության նախագահի ղեկավարության ներքո։ Դրա հետ մեկտեղ, երկկողմ բարեկամական հարաբերությունների առկայությունն այս կամ այն ​​երկրում, սովորաբար համարվում է որպես նպաստող գործոն՝ կառուցողական խնդիրների լուծմանը տվյալ  ոլորտում:

Գործին ուղղակիորեն չառնչվող ընդհանուր դատողությունների փոխարեն, մենք կցանկանայինք առարկայական բացատրություն լսել ռուսների հետ յուրաքանչյուր միջադեպի վերաբերյալ: Ադրբեջանի ԱԳՆ տերմինաբանությամբ, այդ «մասնավոր դեպքերի» թվում կան նաեւ այնքան աղաղակողները, ինչպես   Հայրենական Մեծ պատերազմի, վետերան, բլոկադայի ենթարկված Լենինգրադի 80-ամյա բնակչուհուն 2018թ․-ի մայիսին մուտքի թույտվություն չտրամադրելն է կամ 2017թ․-ին երկիր արգելել մտնելը մի  կնոջ, որին իր չորսամյա որդու հետ բազմաթիվ ժամեր պահել են հատուկ վայրում։

Նաեւ մենք ակնկալում ենք պաշտոնական պարզաբանում դիվանագիտական ​​ուղիներով ադրբեջանական կողմից արվող ակնարկների առիթով՝ ռուսական քաղաքացիներին  Ադրբեջան այցելելու համար  Մոսկվայում Ադրբեջանի դեսպանատան հետ համաձայնեցման անհրաժեշտության մասին, ինչը կարող է խախտում համարվել 1997թ․ հուլիսի 3-ի Ռուսաստանի Դաշնության եւ Ադրբեջանի Հանրապետության քաղաքացիների անվիզա այցելությունների մասին համաձայնագրի։
