Ցանկացած պետության համար օրակարգային նշանակություն ունի կառավարության ծրագրային մոտեցումները, քանի որ հենց դրանով է նախանշվում տվյալ պետության համար կարևոր ուղենիշները, թե իրականում ինչ շեշտադրումներ է ունենալու տվյալ կառավարության գործունեությունը: Նախօրեին կառավարության կայքում տեղադրվեց հետհեղափոխական Հայաստանի կառավարության առաջին լուրջ և երկարաժամկետ գործունեությունը վկայող փաստաթուղթը: Քանի որ անցած իննը ամսինների ընթացքում անընդհատ թմբկահարվում էր, որ սա ժամանակավոր կառավարություն է և ներկայացրած մոտեցումները կատարվում են առաջիկա ԱԺ ընտրությունները կազմակերպելու և անցում ապահովելու համար, ուստի վստահաբար կարող են փաստել, որ այժմ պետք է գործ ունենայինք ավելի հիմնարար փաստաթղթի հետ: Սակայն հանրության սպասելիքներն այս անգամ ևս չարդարացվեցին, քանի որ ներկայացված փաստաթղթում կար ընդամենը չորս թվական ցուցիչ, մնացածը սիրողական մակարդակի կենացներ էին: Անդրադառնամ արտաքին քաղաքականության մասին մի դետալի:

Արցախի հարցով մասնավորապես ասված է. «Արտաքին քաղաքականության ոլորտում կառավարությունը գործելու է ԵԱՀԿ Մինսկի խմբի համանախագահության ձևաչափում ղարաբաղյան հիմնախնդրի՝ բացառապես խաղաղ կարգավորման ուղղությամբ, ինչի հիմքում պետք է ընկած լինեն միջազգային իրավունքի հիմնարար սկզբունքները, մասնավորապես, ժողովուրդների իրավահավասարության և ինքնորոշման իրավունքը։ Արցախի կարգավիճակը և անվտանգության ապահովումը բանակցային գործընթացում Հայաստանի առաջնահերթ գերակայություններն են»։

Այսինքն կառավարությունը կրկին վերահաստատում է իր դիրքորոշումը, որ Արցախը պետք է որոշիչ ձայն ունենա բանակցություններում։ Այս մասին խոսում էր նաև նախկին իշխանությունը։ Սակայն ինչպես նախկինում այսօր էլ չի նշվում այն տարբերակ, որը հնարավոր կդարձնի Արցախին վերադարձնել բանակցությունների սեղանի շուրջ։ Կրկին կառավարությունը խոսում է խաղաղության մթնոլորտի մասին, սակայն դժվար է պատկերացնել խաղաղություն, երբ հակառակորդն իր երկրում սրում է հռետորաբանությունը, Երևանի գրավման մասին խոսում։ Այս պարագայում մենք խաղաղության մթնոլորտ են ստեղծում ի՞նչի համար, մենք առանց այն էլ խաղաղասեր ազգ ենք, ոչ մանկապարտեզում, ոչ դպրոցում չենք սերմանում թշնամու ահարկու կերպար ի դեմս ադրբեջանցիների։
