Վերջին շրջանում Իրանի շուրջ ընթացող զարգացումները մի տեսակ վաակումային զարգացումներ են ունենում: Մասնավորապես, Բեռլինը, Լոնդոնը և Փարիզը Թեհրանի հետ առևտրական գործողությունները պահպանելու համար ստեղծել են հաշվարկների հատուկ մեխանիզմ: Դոնալդ Թրամփի Սպիտակ տուն գալուց հետո Ֆրանսիայի արտաքին քաղաքականությունը, ինչպես եվրոպական մյուս երկրների, կորցրել է իր կողմնորոշիչները:

Իրանի հարցում հինգշաբթի ընթացք ստացած իրենց նախաձեռնությամբ Ֆրանսիան, Գերմանիան ու Մեծ Բրիտանիան փորձում են ինչ-որ կերպ սահմանափակել իրենց հասցված վնասը: Այդ համակարգը, որ ստացել է INSTEX անվանումը անգլերեն` Instrumentin Support of Trade Exchanges` առևտրական գործարքների աջակցության գործիք, հիշեցնում է բարտերային գործարք և նպատակ ունի խուսափել Իրանի հետ դոլարով գումարային գործարքներից ու շրջանցել ԱՄՆ պատժամիջոցները: Եվրոպայի 3 մեծ երկրները, որ 2003-ից ակտիվ մասնակցում են Իրանի հետ բանակցություններին, ուզում են փրկել 2015-ի հուլիսին կնքված համաձայնագիրը, որից Դոնալդ Թրամփը 2018-ին դուրս եկավ:

Թեհրանի համար հաշվարկների այդ դեռ չգործող մեխանիզմը ընդամենն առաջին փուլն է: Այդ համակարգի տնտեսական էֆեկտը համեստ է, եթե նույնիսկ հետագայում միանան ոչ եվրոպական երկրները: Սակայն դիվանագիտության մեջ խորհրդանշականությունը երբեմն փաստերից կարևոր է: Շրջանցելով ԱՄՆ արտատարածքային պատժամիջոցնեը` Ֆրանսիան, Գերմանիան ու Մեծ Բրիտանիան հույս ունեն ապացուցել համաձայնագիրը փրկելու իրենց վճռականությունը: Նրանց կարծիքով` քաղաքական այդ մեսիջը պետք է օգնի համոզել Թեհրանին` պայմանագրից դուրս չգալ: INSTEX-ը նաև բացահայտ դիմակայություն է Սպիտակ տան իրանյան քաղաքականությանը: Առաջին անգամ եվրոպացիները ստեղծում են մեխանիզմ, որ բացահայտորեն նպատակաուղղված է ԱՄՆ պատժամիջոցների շրջանցմանը: «2003-ին, Իրաքի հետ պատերազմից հետո գործադրված ջանքերի նպատակը վերջ դնելն է Իրանում զանգվածային ոչնչացման զենքի տարածման ճգնաժամին, նրանք փորձում են ապացուցել, որ ճնշմանը համադրվող երկխոսությունն ավելի արդյունավետ է ուժից»:

INSTEX-ը իսկապես ավելի շատ քաղաքական նախագիծ է, քան` առևտրային կամ տնտեսական: Վերջապես մի հարցում ԵՄ-ն հակադրվեց ԱՄՆ-ին բացահայտ: INSTEX-ը առանձնահատուկ նշանակություն է ստանում Փոքր ու միջին հեռահարության հրթիռների արգելման պայմանագրից ԱՄՆ-ի, ապա` ՌԴ-ի դուրս գալու համապատկերում: 2019-ը անցնելու է միջուկային խնդիրների պարզաբանման գործընթացներում:
