«Փաստ» օրաթերթը գրում է.

Նախօրեին Ազգային ժողովում ունեցած ելույթի ընթացքում վարչապետ Փաշինյանը դժկամությամբ խոսեց ակտիվիստ–պաշտոնյաների մասին: Ըստ Փաշինյանի, այս երկու կարգավիճակներն անհամատեղելի են: Մեծ հաշվով, իհարկե, այս կարգավիճակները համադրվել են հենց Փաշինյանի կողմից, երբ հեղափոխության հաջորդ ամիսներին անհայտ էր, թե նա, ի վերջո, հեղափոխական է, թե վարչապետ: Ինչ–որ առումով սա ուներ օբյեկտիվ պատճառներ. հնարավոր չէ հեղափոխությունից հետո միանգամից մտնել պաշտոնական կերպարի մեջ: Սակայն քիչ չեն եղել նաև այս անհամատեղելի կարգավիճակները համադրելու և դրանք չարաշահելու փորձերը:

Մյուս կողմից էլ, սակայն, միայն ակտիվիզմի ու պաշտոնի անհամատեղելիությունը չէ, որ այսօր խնդրահարույց է պետական համակարգում: Այդ մասին Փաշինյանը ևս խոսեց՝ ակնարկելով հին համակարգի կադրերին: Չնայած հնի ու նորի բաժանում չանելու Փաշինյանի կոչին, ակնհայտ է, որ այդպիսի բաժանում կա, պարզապես երկու դեպքում էլ նույն Փաշինյանը ունի որոշակի դժգոհություններ: 

Ի վերջո, կադրային քաղաքականությունը ոչ միայն լավ մասնագետներ գտնելն ու նրանց լավ աշխատավարձ տալն է, այլև պետական ծառայողի ու քաղաքական պատասխանատվություն ստանձնած պաշտոնյայի կարգավիճակի հստակեցումը: Հայաստանում նախկինում այդ կարգավիճակներն ընկալվել են որպես արտոնյալ՝ ոչ միայն ֆինանսական, այլև բազմաթիվ այլ ասպեկտներ հաշվի առնելով: Այժմ էլ նոր պաշտոնյաներն են հաճախ չարաշահում այդ արտոնյալությունը: Հներից շատերն էլ, օրինակ, փորձում են ամեն գնով, այդ թվում՝ իշխանությանը լոյալություն ցույց տալով, կառչած մնալ պաշտոններին, որովհետև շարունակում են դա համարել առանձնահատուկ արտոնություն, տիտղոս, պարգև:

Հայաստանում օբյեկտիվ ու սուբյեկտիվ հանգամանքներից ելնելով՝ քաղաքականությամբ զբաղվելն ու պետական ապարատում աշխատելը համարվում է մեծ գործ: Երբեմն նույնիսկ ծնողներն են դպրոցական երեխաներին ի սկզբանե պատրաստում ուսումն ավարտելուց հետո քաղաքականության մեջ հայտնվելու ճանապարհին: Այս արտոնյալության էֆեկտը շարունակում է մնալ չփոխված: Իշխանության մեջ ուժի, հոգեբանական ինքնակայացում տեսնելը նվազեցնում է պետական ապարատի արդյունավետությունը: Շատերը հայտնվում են այստեղ պարզապես հայտնվելու համար ու չեն հեռանում, որովհետև ամբողջ կյանքն է կապված այդ կարգավիճակին:

Պետական պաշտոնյայի կարգավիճակը պետք է դադարի լինել արտասովոր մի բան: Պաշտոնյան, եթե կառչած է աթոռից, վստահաբար արդյունավետ չի աշխատելու, առնվազն աշխատելու է պակաս համարձակ, որովհետև կանգնած է լինելու հեռացվելու վտանգի առաջ: Պաշտոն ստանձնել ը պետք է դիտվի ոչ թե կյանքի նպատակ, այլ ժամանակավոր ստանձնվող քաղաքական պատասխանատվություն՝ կոնկրետ ժամկետում, կոնկրետ ծրագիր իրագործելու համար: Եթե մասնագիտական իմաստով չկայացած մարդիկ դառնում են պետական ապարատի առանցքը, ապա խնդիրն ավելի է բարդանում, քանի որ հրաժարվել այդ մարդկանցից կնշանակի հրաժարվել պետական ապարատից ընդհանրապես: Այս իմաստով Փաշինյանն, իհարկե, ճիշտ է: Միանգամից փոխել համակարգը հնարավոր չէ: Բայց գոնե պետք է տեսանելի լինեն փոփոխության սկզբունքները: Եղածով յոլա գնալու այն մոտեցումը, որ երեկ տարբեր կերպ փորձում էր բացատրել Փաշինյանը, գուցե կարճաժամկետ հեռանկարում թույլ չտա պետական ապարատի կաթվածահարում, բայց երկարաժամկետ հեռանկարում լճացնելու է այն: Կոմֆորմիստական, աթոռից ու մանդատից կախված ապարատով, քաղաքական թիմով դժվար է իրագործել որևէ հեղափոխություն, որևէ բեկում, նույնիսկ որևէ սովորական փոփոխություն:
