Բելառուսը կրկին ՀԱՊԿ-ի հարցով Հայաստանի հետ հանդիպման հույս է հայտնել

Բելառուսում կրկին հույս են հայտնել, որ հայկական կողմը մոտակա ժամանակահատվածում կհայտնի Բելառուսի անվտանգության խորհրդի քարտուղար, ՀԱՊԿ գլխավոր քարտուղարի պաշտոնում այդ երկրի թեկնածու Ստանիսլավ Զասի հետ հանդիպման ժամկետները: Ինչպես հաղորդում է բելառուսական ԲԵԼՏԱ գործակալությունը, փետրվարի 14-ին լրագրողների հետ ճեպազրույցում նման հայտարարությամբ է հանդես եկել Բելառուսի արտաքին գործերի նախարարության մամուլի խոսնակ Անատոլի Գլազը:

Բելառուսի ԱԳՆ խոսնակը նշել է, որ Զասը հանդիպումներ է ունեցել ՀԱՊԿ անդամ մյուս 5 երկրների (Ռուսաստան, Բելառուս, Ղազախստան, Տաջիկստան, Ղրղզստան) ղեկավարների հետ, որոնք հավանություն են տվել կազմակերպության գլխավոր քարտուղարի պաշտոնում նրա թեկնածությանը:

ՀՀ ԱԳՆ-ն, օրեր առաջ արձագանքելով այս թեմայով Զասի հայտարարությանը, ընդգծել է, որ կարևոր խորհրդակցություններ են անցկացվում անդամ պետությունների միջև և պետք է գտնվի գործող իրավական հենքի՝ բոլոր 6 անդամ պետությունների կոնսենսուսի հիման վրա, բոլոր կողմերի համար ընդունելի լուծում:  

2018թ. նոյեմբերի 2-ին Յուրի Խաչատուրովն ազատվել է Հավաքական անվտանգության պայմանագրի կազմակերպության գլխավոր քարտուղարի պաշտոնից: Հայկական կողմը դիմել էր ՀԱՊԿ անդամ երկրներին՝ Խաչատուրովին կազմակերպության գլխավոր քարտուղարի պաշտոնից հետ կանչելու հարցով, քանի որ Խաչատուրովը Մարտի 1-ի քրեական գործով մեղադրանք էր առաջադրվել սահմանադրական կարգը տապալելու հոդվածով: Հավաքական անվտանգության պայմանագրի կազմակերպության գլխավոր քարտուղարի պարտականությունների կատարումը դրվել է կազմակերպության գլխավոր քարտուղարի տեղակալ Վալերի Սեմերիկովի վրա: Հայաստանը ՀԱՊԿ գլխավոր քարտուղարի պաշտոնը պետք է զբաղեցներ մինչև 2020թ., որից հետո  այն անցնելու էր Բելառուսին: 2018 թվականի վերջին հայտարարվեց, որ ՀԱՊԿ գլխավոր քարտուղարի հարցին կողմերը կանդրադառնան 2019թ., սակայն մինչ այս պահն այդ հարցում կոնսենսուս չի կայացել:

ՀՀ վարչապետ Նիկոլ Փաշինյանը մի քանի անգամ ընդգծել է, որ ՀԱՊԿ-ում քննարկելու շատ ավելի կարևոր հարցեր կան, քան գլխավոր քարտուղարի հարցն է. «Հույս ունեմ՝ բոլորս հասկանում ենք, որ ՀԱՊԿ գլխավոր քարտուղարի հարցն առնվազն գլխավոր հարցը չէ կամ այնքան էլ էական չէ: Այստեղ շատ ավելի գլոբալ և կարևոր հարցեր են քննարկվում: Խոսքը ՀԱՊԿ-ի նկատմամբ մեր ունեցած պարտավորությունների, վերջինիս կողմից մեր նկատմամբ ունեցած պարտավորությունների մասին է: Գլխավոր քարտուղարի պաշտոնը այս համատեքստում երկրորդական, երրորդական, նույնիսկ չորրորդական հարց է»,- ասել է ՀՀ վարչապետը:
