Իրանի զարգացումները որպես «թեսթ-դրայվ»

Նախօրեին Իրանի ԱԳ նախարար Մուհամադ Ջավադ Զարիֆն Ինստագրամում անսպասելի հայտարարել էր, որ հրաժարական է տալիս: Զարիֆի հրաժարականը հաստատեց պետական IRNA գործակալությունը` հղումանելով ԱԳՆ մամլո քարտուղար Սեյեդ Աբաս Մուսավիին: Հրաժարականի պատճառներն հայտնի չեն, սակայն նախագահ Ռոհանին չընդունեց նախարարի հրաժարականի դիմումը:

Փաստացի` Զարիֆն ԱՄՆ-ում կրթված ու միջազգային կառույցներում բազմամյա աշխատանքի փորձ ունեցող դիվանագետ է, ում ծառայություններից հենց այնպես հրաժարվելը մեծ շքեղություն է ցանկացած երկրի համար: Երեկ ամբողջ օրը լուրեր չկային, որ ԻԻՀ նախագահը և Իրանի հոգևոր առաջնորդ Ալի Համենեին ընդունել են ԱԳ նախարարի հրաժարականը:

Ջավադ Զարիֆը Իրանի միջուկային համաձայնագրի (JCPOA) ճարտարապետներից ու պաշտպաններից մեկն էր և նրա հրաժարականը թուլացնում է նախագահի դիրքերը: Հենց նա էր ներկայացնում Իրանը Մյունխենի անվտանգության հարցերով միջազգային համաժողովում և դատելով հանդիպումների ու հարցազրույցների բովանդակությունից` հրաժարականի մտադրություն չուներ: Եվ նախագահՌուհանին, և Ջավադ Զարիֆը երկրիներսում  JCPOA-ի հակառակորդների ծանր ճնշման տակ էին` Իրանի պահպանողականների թևի, որ երբեք չի ընդունել ու չի վստահել բարեփոխիչների` Արևմուտքի հետ կնքված պայմանագրին:

Ի դեպ նշենք, որ Զարիֆի հրաժարականի լուրի մասին առաջինն արձագանքել է Իսրայելի վարչապետը` Բենյամին Նետանյահուն իր Թվիթերում գրել է. «Զարիֆը գնաց, լավ պրծանք: Քանի դեռ ես այստեղ եմ, Իրանը միջուկային զենք չի ունենա»: ԱՄՆ պետքարտուղար Մայք Պոմպեոն հայտարարել է, որ Թեհրանի նկատմամբ Վաշինգտոնի քաղաքականությունն անփոփոխ է մնում՝ չնայած Զարիֆի հրաժարականին: Հավելենք, որ Բաշար Ասադը 2011-ից հետո առաջին անգամ եղել է Իրանում, հանդիպել գերագույն հոգևոր առաջնորդի, նախագահի, բարձրաստիճան պաշտոնյաների հետ` քննարկելու ԱՄՆ զորքերի դուրս բերումն ու Սիրիայի հյուսիսում բուֆերային գոտի ստեղծելու Թուրքիայի ջանքերը:

Ռուսական լրատվամիջոցները դեռ մի քանի ամիս առաջ էին գրում Իրանի ԱԳ նախարարի հրաժարականի մասին` համարելով նախագահի մարտավարական քայլ` իր իշխանությունը պահպանելու համար: 

Կարևոր է փաստել, որ Նիկոլ Փաշինյանի Թեհրան պաշտոնական այցի նախօրեին նախարարի հրաժարականի դիմումը չի կարող չփոխել բանակցությունների օրակարգն ու բովանդակությունը: Փաստորեն այցը ծրագրվել է մի իրավիճակում, կայանում է այլ իրավիճակում, երբ չի բացառվում, որ ուժեղանան պահպանողականների դիրքերը:

Այս ամենի ֆոնին հետաքրքիր է, որ նախարարը փաստացի մնաց իր պաշտոնում, սակայն բոլոր շահագրգիռ կողմերն իրենց վերաբերմունքն ու դիրքորոշումը հայտնեցին՝ բացահայտելով իրական դեմքը: Կարելի է ենթադրել, որ սա մի տեսակ քաղաքական «թեսթ-դրայվ» էր, ըստ որի դաշտում կատարվեց յուրաատուկ «ստուգատես»:
