Նախօրեին Ադրբեջանի ԱԳ նախարար Էլմար Մամեդյարովը պաշտոնական այցով մեկնել էր Իրան: Թեհրանում նրան ընդունել է ԱԳ նախարար Մուհամեդ Ջավադ Զարիֆը, նախագահ Հասան Ռուհանին, Իրանի խորհրդատվական խորհրդի նախագահ Ալի Լարիջանին, Ազգային անվտանգության բարձրագույն խորհրդի քարտուղար Ալի Շամխանին:

Այս հանդիպումների ցանկը միանգամից ստիպում է մտածել, որ բացի «երկկողմ համագործակցության արդիական խնդիրներից», «Հյուսիս-Հարավ» միջանցքից, որի մասին նախապես բրիֆինգում հայտարարել էր Ադրբեջանի ԱԳՆ պաշտոնական ներկայացուցիչ Լեյլա Աբդուլաևան, Թեհրան-Բաքու երկխոսությունն ունի սյուժեներ, որ կողմերը առայժմ չեն հրապարակայնացնում: Թեև «մակերևույթից» անգամ ակնհայտ է, որ Մամեդյարովի համար նախևառաջ կարևոր էր պարզել ուժերի դասավորությունը Իրանի բարձրագույն ղեկավարության մեջ` Զարիֆի հրաժարականը չընդունելու Ռուհանիի որոշումից հետո, որ սկանդալից հետո վերադարձավ իր պարտականությունների կատարմանը ու մասնակցեց Նիկոլ Փաշինյանի ընդունելության արարողությանը: Ակնհայտ է, որ այս հանգամանքը չի վրիպել փորձագետների ուշադրությունից: Փաստենենք, որ պտոնական Բաքվուն, իհարկե, ուշադիր վերլուծել են այդ իրավիճակը` Իրանի ղեկավարության ներսում պայքարի ուժեղացման ենթատեքստում:

Միաժամանակ նշենք նաև, որ Ադրբեջանում տագնապով էին հետևում Փաշինյանի այցի հետևանքներին: Իսկ իրականում նրան Թեհրանում ընդունեցին ամենաբարձր մակարդակով: Հայաստանի վարչապետը միանշանակ հասկացրեց, որ Երևանը մտադիր է ոչ միայն անտեսել ԱՄՆ պատժամիջոցները Իրանի դեմ, այլև կողմնորոշված է հարևանի հետ տնտեսական ու էներգետիկ համագործակցության զարգացմանը:

Ադրբեջանական որոշ պորտալներ սկսել էին նույնիսկ կոչեր անել, ըստ որի` Իրանի խորհրդարանում պետք է ակտիվացնել Հարավային Ադրբեջանի պատգամավորների ընդդիմադիր գործունեությունը: Գուցե դա արձագանքն էր Ռուհանիի վերջերս հիշատակած Գյուլիստանի ու Թուրքմենչայի խաղաղության պայմանագրերի Ռուսական կայսրության հետ 19-րդ դարավերջին, որոնց համաձայն տարածքները, որոնց վրա ստեղծվել է ժամանակակից Ադրբեջանը, Պարսկաստանի կայսրության կազմում էին, հետո անցան Ռուսաստանին:

Մյուս կողմից` «Ռուհանին բարձրաձայնում է տարածքային պահանջներ Ադրբեջանին» և դա շատ խոսուն փաստ է: Իրոք, նախկինում իրանցիների մասին խոսում ու գրում էին իբրև «Մերձավոր Արևելքի մեծ միստիկների»: Հիմա շատ փորձագետներ արձանագրում են Իրանում կայսերական տրամադրությունների և ինքնագիտակցության արթնացումը: Այս կտրվածքով` Թեհրանը ընտրություն չի անում Երևանի ու Բաքվի միջև` իր մարտավարությունն ու ռազմավարությունը կառուցելով հակառակ ադրբեջանական կողմի «իսլամական համերաշխություն» դրսևորելու կոչերի: Իրանը, ինչպես Ռուսաստանը, Ադրբեջանի ու Հայաստանի նկատմամբ վարում է հավասարահեռության ու ուժերի հավասարակշռությունը պահպանելու քաղաքականություն:

Այս ամենի հետ մեկտեղ, Արևմուտքում թափ է հավաքում արշավը, որի նպատակն է «ցույց տալ ու ապացուցել», որ «Իրանից Լեռնային Ղարաբաղի հետ չպահպանվող սահմանով թմրամիջոցների մաքսանենգություն, զենքի անօրինական վաճառք և արդյունաբերական մասշտաբներով բնական ռեսուրսների թալան է կատարվում»: Եզրակացություն է արվում, որ Ադրբեջանի «չվերահսկվող» տարածքների հետ «ինչ-որ բան պետք է անել»` կամ վերադարձնել Բաքվին, կամ նախաձեռնել ՄԱԿ-ի Անվտանգության խորհրդի որոշման կատարումը` կոնֆլիկտի գոտում միջազգային խաղաղարարների տեղակայման մասին:
