Հայաստանի Հանրապետության արդարադատության նախարարությունը և Հայաստանում Կարմիր խաչի միջազգային կոմիտեի պատվիրակությունը խորացնում են համագործակցությունը:  Ինչպես «Արմենպրես»-ին հայտնեցին ՀՀ արդարադատության նախարարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, ՀՀ արդարադատության նախարարի տեղակալ Վիգեն Քոչարյանը և Հայաստանում ԿԽՄԿ պատվիրակության ղեկավար Քլեր Մեյթրոն տորագրել են փոխըմբռնման հուշագիր, որի   նպատակն է սահմանել Նախարարության և ԿԽՄԿ֊ի միջև համագործակցության շրջանակը՝ ԿԽՄԿ-ի կողմից իրականացվող մարդասիրական գործունեության վերաբերյալ, որն ուղղված է բարելավելու ազատազրկված անձանց պահման պայմաններն ու նրանց հանդեպ վերաբերմունքը, ինչպես նաև խթանելու միջազգային մարդասիրական իրավունքը ազգային օրենսդրության մեջ:

Հուշագրի շրջանակում կիրականացվեն ազատազրկված անձանց և նրանց ազգականների միջև ընտանեկան կապերի ամրապնդմանն ուղղված նախագծեր, որոնցով թիրախավորվելու են առավել խոցելի խմբերը, ինչպիսիք են՝ օտարերկրացիներն ու այն հայ ազատազրկված անձինք, որոնց ազգականներն իրենց գրեթե կամ ընդհանրապես չեն տեսակցում: Կբարելավվի ազատազրկված անձանց ֆիզիկական և հոգեբանական բարեկեցությունը՝ զբոսավայրերի ու բանտախցերից դուրս անցկացված ժամանակի առավել նպատակահարմար օգտագործման ու դրանց որակի բարելավմանն ուղղված նախագծերի միջոցով:

Վերջինների առաջնային շահառուները լինելու են փակ և կիսափակ ռեժիմով պահվող անձինք:

Հուշագրի շրջանակում կիրականացվեն նաև քրեակատարողական համակարգի անձնակազմի վերապատրաստում ԿԽՄԿ֊ի մանդատի, գործելակերպի և Նախարարության ու ԿԽՄԿ-ի կողմից համատեղ որոշված թեմաների վերաբերյալ:

Կողմերը կարևորել են Հուշագրի ստորագրումն ու ընդգծել, որ այն կնպաստի առկա համագործակցության խորացմանն ու զարգացմանը:
