Հայաստանյան վերջին փոփոխություններից հետո տրամաբանական էր, որ առաջիկայում պետք է ականտես լինենք ներքին խնդիրների, հատկապես տնտեսության հետ կապված հիմնահարցերի կարգավորմանը: Ցանկացած քաղաքական փոփոխություն պետք է հանգեցնի տնտեսական զարգացման, հակառակ դեպքում կարող են չարդարացվել, տապալվել կամ արժեզրկվել քաղաքական փոփոխություն իրականացրած թիմի նպատակները։

Ներկայումս իշխանությունները հայտարարել են տնտեսական հեղափոխության մասին։Հարկ է նշել, որ որպես տերմին «տնտեսական հեղափոխություն» հասկացություն համաշխարհային տնտեսության մեջ գոյություն չունի, ուստի շատ դեպքերում տնտեսագետները տարակուսածեն՝ ի՞նչ ասել է տնտեսական հեղափոխություն կամ ինչպե՞ս այնպետք է իրականացվի, ի՞նչ մեթոդներով, գաղափարախոսությամբ ու սկզբունքներով։

Փաստենք հետևյալը՝ ՀՀ տնտեսությունը շուկայական է, ինչը շատ կարևոր է, որ շուկային բնորոշ առկա ինստիտուտները լիարժեքորեն ու արդյունավետ գործեն։Անկախությունից ի վեր մեր տնտեսության զարգացումն ու աճը կաշկանդել է հենց այդ ինստիտուտների ոչ լիարժեք աշխատանքը, և գուցե տնտեսական հեղափոխությունը պետք է վերաիմաստավորվի հենց այդ ինստիտուտների լիարժեք աշխատանքով և արդյունավետության բարձրացմամբ։Դրա հետ միաժամանակ Հայաստանում աշխատանքը ցածր արտադրողականություն ունի. այս հարցի լուծման ուղղությամբ պետությունը պարտավոր է ակնհայտ կոնկրետություն ունեցող քայլեր իրականացնի։Այստեղ մասնագիտական հմտությունների բարձրացման, կրթության բարելավման խնդիր կա, ինչը պետք է բերի արտադրողականության աճի և, ի վերջո, զարգացնի տնտեսությունը։

Ամփոփելով հավելենք, որ ինչ խոսք դժվար է ասել` նոր իշխանությունները պատկերացնու՞մ են, թե ինչպես պետք է կյանքի կոչեն տնտեսական հեղափոխությունը, համենայն դեպս, մինչ օրս այդ ուղղությամբ որևէ հստակ ծրագիր, կամ ասնեք «ճանապարհային քարտեզ» սեղանից բացակայում է։ Ընդհակառանը՝ գործող իշխանությունների կառավարման ամիսները հուշում են, որ որոշ դեպքերում պաշտոնյաներն անգամ չեն պատկերացնում, թե ընդհանրապես ինչպես է աշխատում տնտեսությունը:
