«Այն, որ Նիկոլ Փաշինյանը Երևան-Գյումրի երթուղին սպասարկող նոր էլեկտրագնացքի առաջին ուղևորն է, կարելի է գնահատել որպես հաջողված PR-ակցիա, որը նպատակ է հետապնդում փոքր-ինչ շտկելու Կառավարության և Հարավկովկասյան երկաթուղու միջև «թավշյա հեղափոխությունից» հետ ոստեղծված լարված հարաբերությունները:

Ոջունելի է, իհարկե, որ Հայաստանի երկաթուղու կոնցեսիոները վերջին շրջանում շարժակազմի մոդերնիզացման քաղաքականություն է որդեգրել,  և արդեն ուղևորափոխադրումների ոլորտում քիչ թե շատ ներկայանալի տեսք ունի:  Միևնույն ժամանակ,   հաշվի առնելով հանրապետության ուղևորափոխադրումների կառուցվածքում երկաթուղու չափազանց ցածր տեսակարար կշիռը՝ մոտ 0,2 տոկոս, այսօր անհրաժեշտ է օրակարգ բերել Կոնցեսիոն պայմանագրի  «Ուղևորափոխադրումային ծառայությունների մատուցում» հոդվածի վերանայման հարցը»,- ֆեյսբուք սոցիալական ցանցի իր էջում գրել է «Էներգետիկ անվտանգության ինստիտուտի» տնօրեն Վահե Դավթյանը:

Orer.am-ի հետ զրույցում ինստիտուտի տնօրենն անդրադառնալով 2008 թ.-ին ՀՀ կառավարության և ռուսական «Հարավկովկասյան երկաթուղիներ» ՓԲԸ-ի միջև կնքված կոնսեսիոն պայմանագրում առկա է մի դրույթ, համաձայն որի,  մինչև 2036 թ.-ը ՀՀ պետական բյուջեից պետք է ուղևորափոխադրումների վնասների փոխհատուցում իրականացվի: 2016-ից սկսած, ընկերության փոխադրումների արդյունքում ձևավորված վնասների սուբսիդավորման չափը կազմում է 30 % :

«Կարելի է ասել, որ սա ընդունված միջազգային պրակտիկա է, սակայն պետք է հաշվի առնել, որ երբ խոսում ենք միջազգային պրակտիկայից, ապա ԱՊՀ երկրներում հիմնականում սուբսիդիաներ են իրականացվում այն դեպքերում, երբ ընկերությունն ունենում է որոշակի սոցիալական գործառույթներ և ուղևորափոխադրումների ընդհանուր կառուցվածքում այդ բաղադրիչը հասնում է 15-20 %-ի: Հայաստանի դեպքում, ցավոք, մենք չենք կարող խոսել նման ցուցանիշների մասին:

Բավական է նայել ցուցանիշները և տեսնել, որ հանրապետության ընդհանուր ուղևորափոխադրումների տեսակարար կշռում երկաթուղուն բաժին է ընկնում ընդամենը 0,2 %: Եվ, բնականաբար, տրամաբանական հարց է ծագում, թե այս պարագայում ինչն է պետությունը սուբսիդավորում: Ուստի, ես կարծում եմ, որ այսօր հույժ անհրաժեշտ է օրակարգ բերել կոնսեսիոն պայմանագրի առանձին դրույթների և մասնավորապես՝ սուբսիդավորման մասին հողդվածների վերանայման կամ խմբագրման հարցը»,- ասաց Վ. Դավթյանը:

Փորձագետը նշեց նաև, որ Հայաստանը տարեկան բյուջեից մոտ 1-1,5 մլն ԱՄՆ դոլար սուբսիրդավորում է իրականացնում, ուստի պետք է որպես պահանջատեր հանդես գա և հստակեցնի, թե 3, 5 կամ 10 տարի հետո, կարճաժամկետ, միջնաժամկետ և երկարաժամկետ կտրվածքով երկաթուղու ակտիվությունն ուղևորափոխադրումների ծավալում ինչքան պետք է կազմի:

«Այսօր երկաթուղին ողջ  աշխարհում բավականին պոպուլյար փոխադրամիջոց է, ունի և՛ էկոլոգիական, և՛ բնապահպանական առավելություններ: Բացի այդ, երբ խոսում ենք երկաթուղային ուղևորափոխադրումների մասին, պետք է նաև հիշենք, որ Հայաստանում առկա է էներգետիկ հզորությունների ավելցուկ: Այսինքն, մենք ունենք նաև էլեկտրաէներգիայի սպառման խնդիր և հարկավոր է երկաթուղու զարգացումը կապակցել էներգետիկ համակարգի զարգացման հետ, որպեսզի այն ավելի շահեկան դառնա: Եվ առհասարակ պետք է հաշվի առնել, որ երկաթուղու զարգացումը բխում է Հայաստանի տրանսպորտային անվտանգության ապահովման և սպասարկման շահերից:

Այսինքն, շատ կարևոր է հասկանալ, որ եթե սուբսիդավորում ենք, ապա ի՞նչն ենք սուբսիդավորում՝ ողջ ուղևորափոխադրումների 0,2 %-ը, թե որպես պայմանագրի կողմ համաձայնվում ենք, նույն չափով սուբսիդավորել, պահանջ դնելով թե երկաթուղային փոխադրումները Հայաստանում միջնաժամկետ և երկարաժամկետ կտրվածքում ինչ զարգացում պետք է ունենան: Այսինքն, պետության կողմից պետք է հստակ նպատակադրում լինի, որը վերջին տասնամյակի ընթացքում չի եղել»,- ասաց կազմակերպության ղեկավարը:
