ՀՀ կառավարությունն առաջարկում է  սեղմված բնական գազի ակցիզային հարկով հարկման նպատակով կիրառվող չափման միավորը՝ խմ-ն փոխարինել կգ-ով:

 ՀՀ հարկային օրենսգրքում փոփոխություն կատարելու մասին նախագիծն ԱԺ-ում ներկայացրեց ՀՀ ֆինանսների փոխնախարար Արման Պողոսյանը:

«Նախագծի կարգավորման առարկան ակցիզային հարկով հարկման նպատակով սեղմված բնական գազի իրացման ծավալները հաշվառող չափման միավորի փոփոխությունն է: Մասնավորապես Հարկային օրենսգրքով նախատեսված է, որ ակցիզային հարկով հարկման նպատակով սեղմված բնական գազը որպես հարկման օբյեկտ չափվում է խոր մետրով: Սա գործնականում որոշակի անհարմարություններ է ստեղծում այն առումով, որ ավտոգազալիցքավորման ճնշակայանները սեղմված բնական գազն իրենց մատակարարից ստանում են կիլոգրամով, սակայն հաշվի առնելով, որ ակցիզային հարկով հաշվառում վարելու համար ստիպված են իրացման ծավալները հաշվառել խորանարդ մետրով՝ հաշվառման համակարգին արհեստական միջամտություն են կատարում՝ կգ-ից անցում են կատարում խմ-ի՝ կիրառելով համապատասխան գործակից»,-ասաց Պողոսյանը:

Նա նշեց, որ այդ միջամտությունը որոշակի ռիսկեր է ներառում՝ իրավունքները ոտնահարելու  և իրացվող սեղմված գազը թերակշռելու առումով: Պողոսյանի կարծիքով՝ նախագծով առաջարկվող լուծումը շատ պարզ է՝ խոր մետրից կիլոգրամի անցումը կատարել տեսությամբ և գիտականորեն ընդունելի խտության գործակցով, որը 0.717-ն է: «Եվ եթե գործող օրենսդրությամբ հազար խոր մետրի համար նախատեսված 25 հազար դրամ ակցիզային հարկի դրույքաչափը վերահաշվարկում ենք այդ գործակցով, ստանում ենք 34 հազար 867 դրամ հաշվարկային դրույքաչափ: Բայց հաշվի առնելով այն, որ Հարկային օրենսգրքում ունենք հիմնարար կարգավորում, որ հարկի դրույքաչափի բարձրացում նախատեսող օրենքները չեն կարող ուժի մեջ մտնել ավելի շուտ, քան հաջորդ տարվա սկզբից , և որպեսզի չունենանք ոչ ամբողջական թիվ, երկու հնարավոր այլընտրանք կար: Այլընտրանքներից մեկը թիվը կլորացնելն էր՝ սահմանելով 35 հազար դրամ, որը կլիներ հարկային բեռի բարձրացում, և այն նախընտրելի չէ, մյուս տարբերակն էր՝ հաշվարկային դրույքաչափը կլորացնել դեպի ներքև՝ 34 հազար դրամ»,-ասաց փոխնախարարը:

Նրա խոսքով՝ կառավարությունն առաջարկում է գնալ երկրորդ տարբերակով ՝ ավելի նվազ դրույքաչափ ամրագրելով, ինչը նաև հնարավորություն կստեղծի, որ առաջարկվող նախագիծն ուժի մեջ մտնի պաշտոնական հրապարակման օրը ներառող ամսվա մեկից, տվյալ դեպքում եթե ընդունվի և վավերացվի, ապա ակնկալվում է, որ մայիսի մեկից ուժի մեջ կմտնի:
