Հարգելի գործընկերներ, Ինչպես և նախկինում, այսօր ևս փողերի լվացման գործընթացը շարքային հանցագործություն չէ, այլ տվյալ երկիրը` հայրենի երկիրը, թալանելու,ունեզրկելուկամ փողազրկելու մի զազրելի գործողություն,որի հետևանքների ծավալը գնահատելը կախված չէ միայն լվացվող փողերի ծավալից։ Հաճախ այդ գումարներն օգտագործվում են ապօրինի զենք և զինամթերք ձեռք բերելու նպատակով, թմրանյութերի և տրաֆիկինգի զարգացման և իրականացման համար։ Հայտնի է նաև, որ այդ ամենն իրականացվում է բանկային համակարգի և օֆշորային գոտիների միջոցով։ Դրա վառ վկայությունն էր նաև մի կարճ ժամանակ առաջ, այսպես կոչված Պանամյան փաստաթղթերի բացահայտումը։ Այո, այս ուղղությամբ անհրաժեշտ է իրականացնել անկասելի և կտրուկ միջոցառումներ համապատասխան օրենքների և վարչարության իրականացման միջոցով։ Ինչպես հայտնի է, մեր երկրում` Հայաստանի Հանրապետությունում,այժմ իրականացվում են տնտեսական հեղափոխությանը միտված քայլեր։ Համաշխարհային տնտեսագիտության շտեմարաններում կան տնտեսական հեղափոխության բազմաթիվ բնորոշումներ, սակայն մեկ բան ակնհայտ է՝ տնտեսական հեղափոխությունը պետք է հանգեցնի մինչհեղափոխական շրջանի հետ համեմատ կտրուկ փոփոխության տնտեսական իրավահարաբերություններում և արտադրողների, ձեռնարկատերերի և սպասողների կյանքում և կենսակերպում, նաև վարքագծում։ Այոամենակարևորը դա վարքագծի և մտածողության փոփոխությունն է։ Մեր քաղաքական ուժը՝ Բարգավաճ Հայաստանը, իր ղեկավարի՝ Գագիկ Ծառուկյանի, մի շարք ծրագրային ելույթներում արդեն իսկ հնչեցրել է իր մոտեցումը տնտեսական հեղափոխության վերաբերյալ։ Դրա առանցքային դերը՝ դա ներդրումների համար երաշխիքն էև անվտանգության ապահովումնէ, բացառապես համապատասխան օրենքների ընդունման միջոցով։ Ներդրումների լիակատար պաշտպանության օրենք, և դրա անկասելի իրականացում։ Այո, ներդրողը կարիք չպետք է ունենա հանդիպելու տվյալ երկրի առաջին դեմքերին հայցելով ներդրումների երաշխիքներ։ Օրենքը պետք է պաշտպանի ներդրումը: Օրինակ ԱՊՀ երկրներից,նաև ԵԱՏՄ երկրներից այսօր միայն ՀՀ-ում է,որ հայտարարվում է տնտեսական հեղափոխության իրականացման մասին, տա Աստված,որ այն իսկապես իրականություն դառնա և շատ երկրներուսումնասիրեն այդ փորձը։Բայց դա ցույց կտա ժամանակը։ Այսպիսով ներդրողին պարզ և հասկանալի պետք է ցույց տալ, որ քո երկրում, տվյալ դեպքում Հայաստանում, որը ծովային ելք չունիդեպի արտաքին աշխարհ երկաթուղի չունի, ունի փոքր ներքին շուկա, սակայն ունի կամք և վճռականություն ապահովել ավելի լավ օրենքներ և ներդրումային իջավայր համար,քան հարևան երկրներում։ Մասնագիտորեն ասած, դրա վառ վկայություններից մեկը անդրազգային մի քանի հայտնի ընկերությունների մուտքն է դեպի հայրենիք։ Սա իհարկե լուծումներից մեկն է։
