Քանիցս խոսել ենք ՏԻՄ համակարգի կարևորությունից և նրա ինքնուրույն գործունեոթյուն ծավալելու հնարավորությունից, ինչի արդյոնքում մարդկանց ձայն ու խնդիրները հնարավոր է լինում բարձրացնել պատկան մարմիններին։ Սա հատկապես կարևոր է այն պատճառով, որ համայնքների ղեկավարներն ընտրվում են՝ առաջնային մանդատ ստանալով բնակչությունից։

ՀՀ ՏԻՄ-երը շատ դեպքերում ուշադրություն չեն դարձնում օրենսդրական այն պահանջի վրա, ըստ որի նրանք առաջնահերթ պետք է իրականացնեն իրենց պարտադիր և պետության կողմից պատվիրակված լիազորությունները, որից հետո միայն` կամավոր լիազորությունները: Արդյունքում, ՏԻՄ-երը հաճախ խախտում են օրենքի պահանջները՝ ֆինանսավորելով կամավոր լիազորությունները` պարտադիր լիազորությունների փոխարեն:

Այն համայնքապետերը, որոնք բավարար չափով գրագիտություն ունեն և ժողովրդավարության կանոններին և կառավարման մեթոդներին տիրապետում են, իրենց գործունեության թափանցիկություն ապահովում են` ավագանու որոշումները, աճուրդների մասին հայտարարությունները համայնքապետարանների պատին փակցնելով, տարվա բյուջետային ծրագրում ընդգրկվող հարցերը համայնքային ժողովում քննարկելով, բյուջեի հաշվետվություններին կամ բյուջեի նախագծի քննարկումներին համայնքային ենթակայության հիմնարկների աշխատակիցներին մասնակից դարձնելով:

Հատկանշականն այն է, որ որոշ մարզային համայնքներում կառավարում գրեթե գոյություն չունի, համայնքապետերի կեսից ավելին նաև գրագետ չէ, չի տիրապետում կառավարման հմտություններին: Համայնքապետարանների համար պարտադիր են դառնում այն միջոցառումները կամ փաստաթղթերի ընդունումը, որը նրանց հրահանգվել է «վերևից»` Տարածքային կառավարման նախարարության կամ մարզպետի հրամանով:

Ունենք հետևյալ մի իրավիճակ՝ կառավարությունը համայնքներին զարգացման ծրագրերի համար գումար տրամադրելիս հիմնական չափանիշ է ընտրում ոչ թե համայնքի կարիքավորությունը կամ համայնքի լավ ղեկավարումը, այլ` ընտրություններում համայնքապետի ունեցած դերակատարությունն ու գործադրած ջանքերը` նաև մարզպետի երաշխավորությունը, որն, իհարկե, հիմնված է նրա անձնական համակրանքի վրա:

Ամփոփելով նշենք, որ համայնքների ղեկավարների կրթական ցածր ցենզը ձեռնտու էր ինչպես հներին, այնպես էլ նորերին․ հները թողնում էին, որ անգրագետ համայքապետերը չարաշահումներ թույլ տային, «ատկատներով» զբաղվեին, քանի որ հարստանում էին և իրենք, և հարստացնում իշխանություններին։ Նոր իշանություներն էլ այդ ժառանգությունն օգտագործելով, «դոսյեներ» առաջ քաշելով, այդ նույն անգրագետներին դնում են «քաղաքական պրեսի» տակ, ու մի օրում սարքում ՔՊ-ական հլու հնազանդ կամակատարներ, իսկ դիմադրողներին՝ արժանացնում իրավական և վարչական հետապնդումների, մինչև նորից չեն գալիս ընտրություններն, ու ժողովուրդը ընտրում է իսկապես բանիմաց ու համայնքի համար գործ արած ղեկավարներին։
