Յուրաքանչյուր պետության ողնաշարը ուժեղ և ինքնուրույն համայնքներ ունենալն է, սրան զուգահեռ կայացած համայնքների թվի մեծությունը խոսում է պետության ճկունության մասին: ՀՀ-ում տեղի ունեցած իշխանափոխությունից հետո նոր իշխանությունները փորձում են իրենց դիրքները հաստատել նաև մարզային տիրույթում, և ըստ այդմ՝ հնարավոր բոլոր մեթոդներով առաջիկա սպասվող ընտրություններում փորձում են ՏԻՄ համակարգում լրջագույնս հաստատվել: 

Այս ֆոնին հատկանշական է հունիսին սպասվող ընտրությունները, որին իշխանությունները լրջագույնս են նախապատրաստվում: Եթե փաստենք, որ նախորդ տարի նոր իշխանությունները մի քանի համայնքներում կոնկերտ ֆիասկոներ ունեցան՝ մասնավորապես Կապանում և Ուրցաձորում, ապա նրանց ուշիմությունը միանշանակ արդարացված է: Նշված երկու համայնքներում իշխանությունները ստղծեցին այնպիսի միջավայր, որ գործող համայնքնապետերը հրաժարական տվեցին, պարբերաբար այնպիսի լուրեր էին շրջանառվում, որ «առկա է հանրային լայն դժգոհություններ», սակայն նոր ընտրությունների արդյունքում Կապանում ընտրվեց թեկնածու, որին գործող իշխանությունները դեմ էին,  իսկ Ուրցաձորի «ֆիասկոն» հիշում ենք բոլորս:

Նոր իշխանությունները բավականին տարօրինակ կերպով են վարվում այն համայնքապետերի հետ, ովքեր աշխատում են մաքուր և թափանցիկ. այս պարագայում գործի է դրվում էժանագին շուոներ կատարելու գործիքակազմը:

Հունիսի Աբովյանում նույնպես սպասվում են համայնքապետի ընտրություններ, որոնք ինչպես և նախատեսվում էր անցնելու են բավականին ինտրիգային մթնոլորտում: Ինտրիգային, քանի որ Աբովյան համայնքն այն համայնքներից է, որտեղ գործող իշխանությունների ազդեցություններն այդքան էլ մեծ չեն և իշխանություններն, ի դեմս մարզպետի սկսել են կոնկրետ նախընտրական քարոզարշավի գործընթաց: Հատկանշական է, որ այս անգամ մարզային իշխանությունների ձեռամբ գորոծող իշխանությունները հնարավոր բոլոր սխեմաներն են օգտագործում՝ նրան անվանարկելու, ինչ որ դավադրապաշտական «սաբոտաժների» մեջ մեղադրելու և անբացատրելի ու չհիմնավորված կոռուպցիոն սխեմաների մեջ մեղադրելով:

Օրերս պարզ դարձավ, որ «Քաղաքացիական պայմանագիր» կուսակցությունը Աբովյանում անցկացրել է մարզային խորհրդի նիստ և քննարկել Աբովյանի քաղաքապետի ընտրություններում իրենց թեկնածուի հարցը:

Հ.գ. Մեզ հայտնի է դարձել, որ Աբովյանում տեղի ունեցած քննարկմանը մասնակցել է նաև Արարտի մարզպետը, ով Փաշինյանի կառավարության ամենառիսկային դեմքերից մեկն է, ում շուրջ պտտվող սկանդալների պակաս հանրությունը չունի: Հետաքրքիր է՝ ինչ խորհուրդներ պետք է տար այն մարզպետը՝ ով սեփական մարզում տիրող իրավիճակին չի տիրապետում:
