Փորձագիտական հանրության հետ սերտ համագործակցությունը վաղուց է դարձել ժամանակի հրամայական, բայց նախկին իշխանությունները նրանցից շատերին հեռու էին պահում, որպեսզի յուրայիններից բացի որևէ մեկը հնարավորություն չունենար հանրությանը երևալ:

Այդուհանդերձ, շատերին հաջողվել է շրջանցել ձևավորված գաղջ մթնոլորտը և սեփական կարիերայի ու առաջխաղացման մասին իրազեկել: Բայց այդ գաղջից ազատվելու համար շատերը ստիպված են եղել իրենց գիտելիքն այլ երկրում իրացնել: Փորձագետներին մեկուսացնելու հիմնական պատճառը նաև այն է, որ միջին վիճակագրական գիտելիքի տեր մարդիկ պարզապես զավթել էին իշխանությունները և կարևորը ոչ թե թեմայի իմացությունն էր, այլ սողալու հմտությունները:

Հիմա իրավիճակ է փոխվել և այլևս ո՛չ միայն սողալու կամ լողալու կարիք չկա, այլև կառույցները միջակություններով լցնելու, քանի որ այդ ձևով երկիր կառուցել հնարավոր չի լինի: Եվ հիմա պատահականություն չէ, որ երկիրը զարգացման ճանապարհով տանելու համար բոլոր ոլորտներում էլ մասնագետներ ու փորձագետներ են պետք, ոչ թե թուղթ մրոտողներ կամ գետնանցումներից գիտական թեզեր գնողներ ու սեփականի անվան տակ հանրությանը հրամցնողներ:

Երկիրը կառուցողական ճանապարհով տանելու համար կարևոր է լսել նաև այն փորձագետներին, ովքեր այս կամ այն ոլորտի մասին ասելիք ունեն, անկախ նրանից, թե ասելիքը նոր իշխանությունների քիմքին դուր է գալիս, թե՝ ոչ: Եվ այս ճանապարգին պետք չէ հասարակությանը կրկին յուրայինների և մյուսների բաժանել: Դա ոչ միայն վտանգավոր է կարճաժամկետ կտրվածով, այլ ավելի երկար ժամակահատվածի համար, քանի որ այն լպրծուն իրավիճակը, որն ունեինք ոչ վաղ անցյալում, կարող է էլ՛ ավելի վտանգավոր դրսևորումներով կրկնվել և՛ ներկայում, և՛ ապագայում:

Ուստի, հարկավոր է հավաքել բոլոր ոլորտների մասնագետներին ու նրանց համապատասխանաբար ուղղորդել այն կառույցներ, որտեղ դեռ անցյալից մնացած հին ու փտած ավանդույթներով են ապրում և գործում: Ո՛չ թե մի աթոռից վերցնել ու մյուս աթոռին տեղավորել, ինչ է, թե նրա շուրջ միակի ու անկրկնելիի լեգենդ է հորինվում ու հրամցվում: Հարգելի իշխանավորեր, բազմիցս կրկնել ենք, հիմա էլ չենք վարանում ասել, որ կան ոլորտներ՝ էներգետիկա, գյուղատնտեսություն, մշակույթ և այլն, որոնք սիրողական մոտեցում չեն սիրում:

Ուստի, եթե իսկապես ցանկություն կա հասկանալու, թե ինչպե՞ս է պատահել, որ հոսանքի մեկ կիլովատի արժեքը հասել է աստղաբաշխականի, ինչպե՞ս է պատահել, որ գազի ոլորտին պատկանող ողջ տնտեսությունը դարձել այլ պետության սեփականությունը: Սրանք հասկանալու համար հարկավոր է ավելի խորը վերլուծել անցյալը ու հետո միայն հետևություններ անել: Հակառակ դեպքում կրկին կունենանք մի իրավիճակ, երբ ուզում էինք ավելի լավ, բայց ստացվեց՝ ինչպես միշտ:
