Հին ռեժիմի կադրերին նոր պաշտոններում ընտրելու վերջին օրերի իրադարձություների ֆոնին, կրկին խոսակցություններ են ակտիվացել, թե շուտով կառավարության կառուցվածքային փոփոխությունների ժամանակ նաև կադրային փոփոխություններ են լինելու:
 
Նման խոսակցությունների ժամանակ երբեք չի շրջանցվում ՀՀ առողջապահության նախարար Արսեն Թորոսյանի անունը: Նա թեև բազմիցս ապացուցել է, որ ոչ միայն իր տեղում է, այլև արժանիներից մեկը, բայց, միևնույն է, չար լեզուները չեն հրաժարվում նրան պաշտոնանկ անելու մասին լուրեր տարածելու տխուր ավանդույթից:
 
Նման ալիք բարձրացավ նաև առողջապահության փոխնախարարին կաշառք վերցնելու համար ձերբակալելուց հետո: Հիմա էլ Թորոսյանի շուրջ որոգայթներ լարողները պաշտոնանկության լուրը կապում են նոր կառուցվածքային փոփոխությունների հետ և կրկին սկսել են բաժակի մրուրի մեջ նախարարին պաշտոնանկ անելու օրն ու ժամը փնտրել: Չնայած, որ այս գերատեսչությունն այս պահին համարվում է ամենաարդյունավետ քայլեր նախաձեռնող և իրականացնող պետական կառույցներից մեկը, բայց, ամենայն հավանականությամբ, Թորոսյանի վճռականությունը շատերին դուր չի գալիս և չեն ուզում հաշտվել նոր իրականությունից բխող պահանջների հետ:

Չնայած, այդ ձևերից օգտվելու փորձերի հետևանքներն էլ են արդեն տեսանելի եղել, բայց արի ու տես, որ ոլորտի որոշ ներկայացուցիչներ չեն ուզում հույսը կորցնել, թե մի օր կրկին հնարավոր կլինի հին ու որոշների համար բարի ժամանակների «ավանդույթները» շարունակել: Գուցե այդ պատճառով են ժամանակ առ ժամանակ Թորոսյանի պաշտոնանկ անելու մասին լուրեր տարածվում, հույսով, որ եթե նման բան տեղի ունենա, ապա կարող է այդ պաշտոնում էլ նախկին կադրերից որևէ մեկը նշանակվել, ում հետ լեզու գտնելն էլ ավելի հեշտ կլինի:
 
Բայց Թորասյանի պաշտոնանկության մասին տեղեկություններ տարածողները ամենայն հավանականությամբ չեն հաշվարկել, որ այդ դեպքում այնպիսի հասարակական ընդվզում կսկսվի: Եվ այն չեզոքացնելու համար բավականին ջանք ու եռանդ կպահանջվի, քանի որ հասարակության ստվար զանգվածի կարծիքով Թորոսյանը ոչ միայն իր տեղում է, այլև կառավարության կաբինետում աշխատող արժանի թեկնածուներից մեկը: Եվ, վերջապես, ոչ միայն լավ գիտի իր ոլորտը, այլև այն սողանցքները, որոնցով սովորաբար գումարները հոսում են անհայտ ուղղությամբ և փոշիանում, ինչը կարծես թե այնքան էլ ձեռք չի տալիս ոմանց:
