Մամուլում անընդհատ լուրեր են շրջանառվում և տարբեր տեղեկատվություններ «շպրտվում» հունիսին սպասվող Աբովյան քաղաքի համայնքի ղեկավարի ընտրության հետ կապված: Փաստացի ներկայումս ունենք մի իրավիճակ, երբ մարզպետ Ռոմանոս Պետրոսյանը բացահայտ կերպով քննադատում Աբովյանի գործող քաղաքապետ Վահագն Գևորգյանին: Մարզպետի հիմնական թեզն այն է, որ համայնքում քաղաքապետարանում անցկացված աճուրդների հետ լուրջ կոռուպցիոն ռիսկեր ու սխեմաներ կան:

Մարզպետն իր հարցազրույցներից մեկում խոսում է այն հանգամանքի մասին, որ «որոշ համայնքներում համայնքի ղեկավարի և մարզային իշխանությունների միջև պատշաճ համագործակցություն չի կատարվում»: Այս միտքն այլ կերպ քան դեսպոտիզմ և սեփական ամբիցիաների դրսևորում որակել հնարավոր չի, քանի որ մարզպետը փորձում է իր իշխանական լծակներով և պետական համապատասխան գերատեսչությունների գործիքակազմն օգտագործելով՝ համայնքների ընտրված ղեկավարներին «ենթարկել իրեն»:

Կարող  ենք վստահաբար նշել, որ ՀՀ-ում գործող ընտրակարգով առաջնային մանդատ, ըստ էության, ստանում են պատգամավորները և համայնքների ղեկավարները, մնացած բոլոր պետական մարմինները ղեկավարում են կամ միջնորդային մանդատով, կամ ուղղակի նշանակմամբ: Տվյալ պարագայում ակնհայտ  է մի բան՝ նշանակովի մարզպետը փորձում է արհեստական ինտրիգներով և բավականին կասկածելի «կարված» գործերով իրեն ենթարկի համայնքապետին՝ չունենալով կոնկրետ փաստեր:Տվյալ դեպքում փաստացի գործ ունենք քաղաքական շահադիտական նպատակի հետ, երբ համայնքի ղեկավարը թիրախավորված է այն պատճառով, որ կառավարող կուսակցության անդամ չէ,և,ըստ էության անտեսվումէ նրա բուն գործունեությունն ուքառամյա արված աշխատանքը.առաջնային պլան են բերվում քաղաքական հայցքներ ու կուսակցական պատկանելության խնդիր:

Այստեղ բախվում ենք մի հետաքրքրիր դրվագի, որն արժե հստակ ամրագրել. ակնհայտ է, որ այս իշխանությունների գործունության գոնե այս հատվածը նախորդ իշխանությունների դասական կրկնօրինակում է, որն ի դեպ բազմիցս քննադատվել է հենց ընդդիմության կողմից: Նախկին ռեժիմը նույնպես հնարավոր բոլոր միջոցներով թիրախավորում էր ոչ ՀՀԿ-ական համայնքապետերին, իսկ ոչ ՀՀԿ-ական քաղաքապետ կամ գյուղապետ ընտրվում էին բացառիկ դեպքերում: Ի դեպ այս մոտեցումն իր հերթին ժամանակին փայլուն կերպով իրականցնում էր նաև ՀՀՇ վարչակարգը ասելով՝ «պոլի փետ էլ լինի՝ ՀՀՇ-ից լինի»: Ստացվում է, որ մենք խոսում ենք «նոր Հայաստանից», մարդու իրավունքներից ու դեմոկրատական արժեքներից, բայց անում ենք ավտորիտարիզմին բնորոշ քայլեր՝ բացահայտ հետքայլ:

Կարևոր է փաստել նաև այն հանգամանքը, որ մարզպետ Պետրոսյանը հաճախ այնպիսի թեմաներից ու գործի մանրամասներից է խոսում, որը նախաքննական գաղտնիք են պարունակում, և ըստ օրենքի, նա ուղղակի իրավասու չէ անել մեկնաբանություն կամ հնչեցնել անձնական տեսակտ ու դիրքորոշում:
