Այն, որ Հանրային ծառայությունները կարգավորող հանձնաժողովը երկար ժամանակ դակիչի դերում է հանդես եկել, խոստովանեց նաև ՀԾԿՀ նորընտիր նախագահ Գարեգին Բաղրամյանը: Ու չնայած դրա պատճառը, ըստ նրա, 2013 թվականին ԱԺ-ի կողմից ընդունված որոշումն է եղել, բայց արձանագրենք, որ, փաստորեն, նա երկար տարիներ իմացել, բայց հասարակությանը չի ասել այն մասին, որ հոսանքի և գազի սակագները պետք է տարեցտարի աճեն:

Նախորդ իշխանությունների որդեգրած սակագնային քաղաքականության ժամանակ՝ ընտրություններից առաջ, ամեն ինչ այնպես էին հաշվարկում, որ սակագները չբարձրանան, բայց դրանից հետո դրանք թռիչքային աճ էին արձանագրում, որով փակվում էին ոչ միայն նախորդ մեկ տարվա ընթացքում կուտակված գումարներ, այլ նաև ընտրությունների ծախսերը:

Պարզ ասած՝ սակագնային քաղաքականություն ասվածը երկար տարիներ քաղաքական բլեֆ է եղել, որը կիրառելով նախկին իշխանությունները կարողացել են թե՛ ռուսական կողմին գոհացնել, թե՛ իրենց կուսակցության անդամներին: Ոլորտը սպասարկողները՝ ՀԾԿՀ նախկին ղեկավար Ռոբերտ Նազարյանը, հանձնաժողովի անդամներն ու Գարեգին Բաղրամյանը, իմանալով այդ ամենը, լուռ և հնազանդ կատարել են վերևներից իջեցվող բոլոր նմանատիպ հրահանգները:

Իսկ մամուլում և խորհրդարանում բարձրացված աղմուկի ժամանակ էլ, նույն անձինք սառնասրտորեն նայել են ժողովրդի աչքերին ու այդ սուտը հիմնավորել: Հիմա նույն այդ ստին սովոր և վերևների պատվերները համեստորեն կատարող Բաղրամյանը, որը ժամանակին սակագնային մանիպուլյացիաներն իրականացնելով կարողանում էր ստանալ այն թվերը, որոնք վերևից հրահանգվում էին, փաստորեն, պետք է վերանայի իր հորինած բանաձևերը չեզոքացնելու հնարավորությունները: Այսինքն՝ ինչ-որ տեղ փորձելու է ինքն իր դեմ աշխատել և իր կողմից իրականացրած նախկին սխալների ուղղում կատարել:

Կհաջողվի՞ որպես ՀԾԿՀ նորանշանակ պետ խուսափել նախկին պատվիրատուներին ծառայություններ մատուցելու հին ավադույթից, թե՞ ավադույթները կշարունակվեն՝ պարզ չէ: Հասկանալի չէ նաև, թե ի՞նչ ճկունությամբ նա կարողացավ համոզել, որ անցյալը մնացել է անցյալում: Եվ երբեմնի բաժնի պետը, որն առանց վատ զգալու զբաղված էր սակագներ նկարելով ու դրա համար այդպես էլ պատասխան չտվեց, հիմա պետք է կարողանա պատասխանել սակագների հաշվարկման բանաձևի ցանկացած թվի ու գործակցի համար և կարողանա դրանք հստակ հիմնավորել:

Այդ ժամանակ արդեն պարզ կլինի, թե նրա ձեռամբ ժամանակին որքան գումար է քերվել այն ժողովրդից, որն առավոտից երեկո աշխատում է աստղաբաշխականի հասած կոմունալները վճարելու համար: Ենթադրվում է, որ այն ժամանակ էլ, նույն Բաղրամյանը կրկին անվրդով ձայնով կհայտարարի, որ նախկին հաշվարկները, որն ինքն իրականացրել է իր կամքից անկախ՝ օբյեկտիվ պայմանների պատճառով է սխալ եղել, իսկ հիմա ինչպես բոլոր ոլորտներում՝ եկել է սխալները ուղղելու ժամանակը:
