Աշխատանքի և աշխատավորների միջազգային օրը լավ առիթ է իշխանություններին հիշեցնելու համար, որ Հայաստանը ոչ միայն երեք օտար լեզու տիրապետողների ու դրսում կրթույթուն ստացածների երկիրն է, այլև կրթություն չստացածների: Նրանք բոլորն էլ հավասարապես իրավունք ունեն վարձատրվող աշխատանք ունենալու և իրենց սոցիալական կարիքերը հոգալու:

Եվ քանի որ Հայաստանի Հանրապետությունն ինքնիշխան, ժողովրդավարական, սոցիալական և իրավական պետություն է, ուստի պետության պարտականությունը սոցիալական երաշխիքներ ստեղծելն է, ոչ միայն երկար ոտքերով շիկահերների կամ միջազգային հեղինակավոր բուհեր ավարտած երիտասարդների, այլև կրթություն չստացած անձանց համար: Եվ խոսքն ամենևին էլ սոցիալական նպաստ կամ բանկից տոկոսով գումարներ տրամադրելուն չի վերաբերում:

Իշխանությունները պարտավոր են ամեն ինչ անել, որ պաշտանվեն ինչպես աշխատողների, այնպես էլ աշխատանք փնտրողների իրավունքները, անկախ նրանից, թե նրանք կրթական ինչպիսի ցենզ ունեն: Սա ի միջիայլոց, իսկ ավելի լուրջ, ժամանակն է, որ աշխատանքի և սոցիալական հարցերի նախարարությունը փոխի իր գործունեության մարտավարությունը և հասարակությանը ցույց տա, որ ոչ թե կույր աղիքի դեր է կատարում կառավարությունում, այլ ամենօրյա կռիվ է տալիս բոլոր գործազուրկների կյանքը թեթևացնելու և նրանց օր առաջ գործազուրկ նպաստառուի կարգավիճակից աշխատող դարձնելու համար:

Մինչդեռ տպավորությունն այնպիսին է, որ այս նախարարությունում տարիներ ի վեր մեծ հաշվով ոչինչ չի արվում, չնայած, որ հաշվետվությունների մի քանի մետրանոց տրցակերի կարելի է հանդիպել, բայց որ դրանք մեծ հաշվով որևէ օգուտ չեն բերել հասարակությանը՝ միանշանակ է: Ստացվում է, որ նախարարության աշխատանքի հանդեպ ստանձնած պարտավորությունից հասարակությունն առանձնապես չի օգտվում, չնայած, որ այս գծով ևս բավականին տպավորիչ թվերի կարելի է հանդիպել: Մինչդեռ, ինչպես բոլոր պետական հիմնարկների գծով ստացվող թափուր աշխատատեղերիմասին տեղեկությունները պետք է հավաքվեին այս գերատեսչությունում, այլև մասնավոր ընկերություններինը, իսկ աշխատանք փնտրողները նույն այս նախարարության միջոցով պետք է որակավորվեին, վերավորակավորվեին ու աշխատանք գտնեին:

Կարճ ասած՝ այս գերատեսչությունը նախկին իշխանությունների ժամանակներից ժառանգություն ստացած կերպարից չի շտապում հրաժարվել, մինչդեռ այս ընթացքում պետք է հասցրած լիներ ցույց տալ ու ապացուցել, որ ինքը կառավարության օրգանիզմում ծվարած կույր աղիք չէ և գործազրկության նման բարձր տոկոս ունեցող երկրում շատ ու շատ անելիք ու ասելիք ունի:
