Այսօր, ԱԺ փոխխոսնակ Վահե Էնֆիաջյանն անդրադառնալով ԱԺ ԲՀԿ խմբակցության կողմից ներկայացրած նախագծին ֆեյսբուք սոցիալական ցանցի իր էջում կատարել է հետևյալ գրառումը.

«Տարիներ շարունակ գյուղացին տուժում, իսկ որոշ դեպքերում սննկանում է բնակլիմայական անբարենպաստ պայմանների պատճառով: Գրեթե անհնար է հարկային ու բանկային պարտականություններ իրականացնել այն ժամանակ, երբ, օրինակ, կարկուտի կամ երաշտի հետևանքով գյուղացին կորցնում է բերքն ու ակնկալվող եկամուտները:

Հարկային օրենսգրքում առաջարկվող օրենսդրական նախագծով հնարավորություն է ստեղծվում գյուղացիական տնտեսություն վարողների համար, ովքեր բնակլիմայական պայմաններից ելնելով կորցրել են առնվազն բերքի (սպասվող եկամուտի) 50 տոկոսից ավելին, ազատվել հողի ընթացիկ տարվա հարկից, որը զգալի օժանդակություն կլինի այն անձանց համար, ովքեր որոշ դեպքերում հայտնվում են ունեզրկման եզրին:

Փաստեր. մեր երկրի վարելահողերի 60%-ից ավելին չեն մշակվում։ Մեր երկրի բնակչության 1/3 ապրում և աշխատում է գյուղական համայնքներում։ Առաջարկվող օրենսդրական կարգավորման միջազգային մի շարք օրինակներ կան, սակայն ամենատպավորիչը հարևան Վրաստանի օրինակն է, որտեղ արդեն տարիներ շարունակ մեծ արդյունավետությամբ գործում են առաջարկված օրենսդրական կարգավորումները։

Ցավով ենք փաստում, բայց այսօր գլխադասային հանձնաժողովը բացասական եզրակացություն տվեց ԱԺ «Բարգավաճ Հայաստան» խմբակցության օրենսդրական նախագծին, որը շոշափելի ու զգալի օգնություն կարող էր հանդիսանալ գյուղացիական տնտեսություն վարողների, այդ թվում` սահմանամերձ համայնքների բնակիչների համար: Մարդը պետք է ոչ թե գոյատևի, այլ արժանապատիվ վայելի կյանքը, ինչպես հարիր է Սահմանադրությամբ ամրագրված սոցիալական պետության քաղաքացուն»։
