Եվրոպայի ամենահին միջազգային կառույցը

Օրերս Եվրոպայի խորհուրդը նշեց իր 70-ամյակը, հին մայրցամաքի ամենահին միջազգային կազմակերպությունն ունի 47 անդամ: Գոյության տարիներին ԵԽ-ն դարձել է եվրոպական գլխավոր ինստիտուտը, որ օգնում է քաղաքական գործիչներին, ակտիվիստներին ու շարքային քաղաքացիներին պայքարել իրենց իրավունքների համար: Նշենք, որ Եվրոպայի խորհրդի 70-ամյակն անցնում է Մոսկվայի հետ հարաբերություններում շարունակվող ճգնաժամի պայմաններում, որ կորցրել է ԵԽԽՎ-ում ձայնի իրավունքը Ղրիմի դեպքերից հետո:

Եվրոպայի խորհուրդը ստեղծվել է 1949-ի մայիսի 5-ին Լոնդոնում և հետպատերազմյան Եվրոպայի առաջին կազմակերպությունն էր, որի նպատակը «մարդու իրավունքների պաշտպանությունն է ու խորհրդարանական ժողովրդավարության ամրապնդումը»:

Ի տարբերություն ԵՄ-ի, որի գլխավոր ուղենիշը սկզբում համագործակցությունն էր առևտրի ասպարեզում, ԵԽ գերակայությունը, Կանոնադրության համաձայն, խաղաղության ու քաղաքական ազատությունների ամրապնդումն է: Եվրախորհրդի գլխավոր առանձնահատկություններից մեկը դարձավ ոչ միայն բարձր նպատակների ամրագրումը կազմակերպության Կանոնադրության մեջ, այլև այդ նպատակների իրագործման հաջող մեխանիզմի ստեղծումն ու կատարման վերահսկողությունը:

1953-ին կազմակերպության անդամ երկրները ստորագրեցին Մարդու իրավունքների եվրոպական կոնվենցիան, որ ամրակայեց Եվրոպայի բոլոր քաղաքացիների հիմնարար ազատությունները: Իսկ արդեն1959-ից իր գործունեությունը սկսեց Մարդու իրավունքների եվրոպական դատարանը, որ իր գոյության տարիներին 840 000 հայց է ընդունել քաղաքացիներից 17 000 վճիռ կայացրել ԵԽ անդամ պետությունների դեմ: Ի դեպ՝ Ռուսաստանն անդամակցել է ԵԽ-ին 1996-ին: Անդամակցությունը ՌԴ իշխանությունների վրա դե յուրե տասնյակ կարևոր պարտականություններ էր դնում: Մասնավորապես՝ Մոսկվան պետք է լիովին հրաժարվեր մահապատժից, հաներ զորքերը Մոլդովայից: Անդամակցության 23 տարիներին Ռուսաստանն այդպես էլ չկատարեց այդ պահանջները: Ռուսաստանի և Եվրախորհրդի հարաբերությունները նշանակալից վատացան  2014-ին Ղրիմի դեպքերիցհետո: ԵԽԽՎ-ն ՌԴ պատվիրակությանը զրկեց ձայնի իրավունքից, երբ Մոսկվան դադարեց անդամավճարը վճարել և սպառնաց կազմակերպությունից դուրս գալ: Եթե այդպես լինի, ռուսները կկորցնեն ՄԻԵԴ դիմելու իրավունքը, որ հաճախ է ճանաչում ՌԴ իշխանությունների կատարած խախտումները: Իր 70-ամյակի օրը Եվրախորհուրդը վերջին տասնամյակներում առաջին անգամ բացեց դռները զբոսաշրջիկների ու Ստրասբուրգի բնակիչների առաջ։

Կարևոր է արձանագրել, որ 70-ամյա Եվրոպայի խորհրդի միակ խնդիրը ԵԽ-ՌԴ հարաբերությունները չեն: Վերջին տասնամյակներում թուրք-ադրբեջանական պատվիրակություններն ու լոբբին ավելի մեծ խնդիր են մարդու իրավունքների պաշտպանության հարցերով զբաղվող կազմակերպության համար, որի բազմաթիվ անդամներ հասցրին «վաճառվել» ու դառնալ Անկարայի ու Բաքվի շահերի պաշտպան: «Խավիարային դիվանագիտության» վերջին տարիների սկանդալներն ավելի մեծ խնդիր են Եվրոպայի խորհրդում ու ԵԽԽՎ-ում՝ դատելով տարբեր երկրներում դատավարություններից ու պաշտոնանկություններից: 

Ամփոփելով հավելենք, որ ՀՀ-ն Եվրոպայի խորհրդի անդամ է 2001 թվականից։
