«Փաստ» օրաթերթը գրում է.

Հայաստանում Ամերիկայի Միացյալ Նահանգների դեսպան Լին Թրեյսին հորդորել է սպասել Ամուլսարի ոսկու հանքի շահագործման դեպքում ստորգետնյա ջրերի վրա հնարավոր ազդեցության ուսումնասիրության արդյունքներին ու փորձագիտական եզրակացությանը: «Կարծում եմ` շատ կարևոր է, որ մենք աշխատենք կառավարության հետ բիզնեսի ներդրումների համար նպաստավոր, թափանցիկ և կանխատեսելի միջավայր ձևավորելու ուղղությամբ, և դա անհրաժեշտ է ոչ միայն ամերիկյան բիզնեսի, այլ ընդհանրապես ներդրողների համար: «Լիդիանն» այդ միջազգային ներդրողներից մեկն է, և կարևոր է, որ միջազգային ներդրողները գործեն տեղի օրենքների համապատասխան, և այժմ ուսումնասիրություն է ընթացքի մեջ գտնվում, արդյունքները կարևոր են, և կարևոր է նաև, որ նմանատիպ վեճերի ժամանակ հնարավոր լինի հասնել արագ և արդյունավետ կարգավորման»,- ասել է Թրեյսին: 

Խնդիրն ուշագրավ է երկու տեսանկյունից։ Նախ՝ նույնիսկ անզեն աչքով տեսանելի է, որ ամերիկյան կողմն էապես փոխել է խնդրի վերաբերյալ իր հռետորաբանությունը։ Նախկինում ամերիկյան պաշտոնյաները շատ ավելի կտրուկ էին դնում Ամուլսարի հարցը՝ դրանով պայմանավորելով հետագա ներդրումների հարցը։ Հիմա, ըստ ամենայնի, իրավիճակ է փոխվել, ու Վաշինգտոնում գնահատում են Հայաստանի կառավարության գործադրած ջանքերը՝ ավելի թափացիկ կառավարում իրականացնելու ու կոռուպցիայի դեմ պայքարում։

Սա, անշուշտ, դրական է, մյուս կողմից՝ ԱՄՆ գրեթե բոլոր դեսպանների ասուլիսներում Ամուլսարի խնդիրը չի շրջանցվում ու բացառություն չեղավ նաև Թրեյսին։

Սա, իր հերթին, ամերիկյան անուղղակի ուղերձ է Հայաստանի կառավարությանը, որ Վաշինգտոնի համար Հայաստանի ներդրումային գրավչության կարևոր ինդիկատոր է Ամուլսարի հետ կապված խնդիրը կամ այն ճգնաժամը, որը հետևողականորեն իր հանգուցալուծումը չի գտնում արդեն մեկ ամբողջ տարի։

Ինքնին հասկանալի է, որ հեղափոխությանը մասնակցել են տարբեր հասարակական խմբեր՝ իրենց հաճախ իրարամերժ օրակարգերով, ու պատահական չէ, որ նույն հարթակից կարող էին հնչել ինչպես ներդրումների խարախուսմանն ուղղված ելույթներ, այնպես էլ՝ բնապահպանական կարգախոսներ։ Սակայն մի բան է հեղափոխության հարթակը, այլ բան՝ պետական քաղաքականությունը։ Նիկոլ Փաշինյանը պետք է կարողանա վեր կանգնել պոպուլիստական, զգացմունքային համատեքստից ու կայացնել որոշումներ, որոնք գուցե դուր չգան հասարակության մի մասին, նույնիսկ՝ մեծամասնությանը։ Սակայն դա է պահանջում պետական քաղաքականության հրամայականը։

Ամուլսարի ճգնաժամն ինդիկատորային է՝ ինչպես Հայաստանի ներդրումային գրավչության կամ էկոլոգիական խնդիրների, այնպես էլ՝ կառավարման արդյունավետությունը որոշելու տեսանկյունից։ Հեղափոխության հաղթանակից անգամ մեկ տարի հետո Նիկոլ Փաշինյանին չի հաջողվել ձևավորել կառավարման արդյունավետ համակարգ, ինչի հետևանքով որոշումների կայացման ինստիտուտը չի գործում։ Արդյունքում՝ տուժում են թե՛ բնապահպանությունը և թե՛ տնտեսությունը։
