Արցախի ԱԺ պատվիրակության հետ Երեւանում քննարկվել է, թե ինչպիսին պետք է լինի Հայաստանի ԱԺ-ի իրականացրած խորհրդարանական դիվանագիտությունը, ինչ փոխհարաբերության մեջ պետք է մտնի կառավարության իրականացրած արտաքին քաղաքականության հետ, որոնք են դրա վարման փիլիսոփայությունը, ձեւն ու մեխանիզմները, եւ թե ինչպես կարող են Հայաստանի եւ Արցախի խորհրդարանները համագործակցել այս համատեքստում: Այս մասին այսօր՝ մայիսի 17-ին, ԱԺ-ում լրագրողների հետ զրույցում նշեց ԱԺ Արտաքին հարաբերությունների հանձնաժողովի նախագահ Ռուբեն Ռուբինյանը:

Դիտարկմանը, որ Ադրբեջանի ԱԳ նախարարը հայտարարել է, որ իրենց համար սկզբունքային է, որ Արցախը չմասնակցի բանակցություններին որպես կողմ, Ռուբինյանն արձագանքեց. «Մեզ համար էլ սկզբունքային է, որ Արցախը վերադառնա բանակցային սեղանի շուրջ»:

Իսկ հարցին, թե արդյոք այդպիսով բանակցությունները չե՞ն մտնում փակուղի, նա արձագանքեց. «Ոչ, ես կարծում եմ, որ բանակցությունները եւ ընդհանրապես արտաքին քաղաքականությունը մեկ քայլանոց երեւույթ չէ եւ պետք չէ ամեն հանդիպումից կամ ամեն տարաձայնությունից հետո ակնկալել, որ խոսակցությունները կամ բանակցությունները մտել են փակուղի: Կա գործընթաց, մենք ունենք դիրքորոշումներ, սկզբունքներ եւ մենք դրանք հետեւողականորեն ներկայացնում ենք թե միջնորդներին, թե այլ բարեկամ երկրներին, թե Ադրբեջանին, թե բոլորին»:

Ինչ վերաբերում է սահմանին լարվածությունը նվազեցնելու պայմանավորվածությանը, Ռուբինյանն ասաց. «Կա գործընթաց այդ առումով, կա ուղիղ կապ կողմերի միջեւ, ինչը թույլ է տվել վերջին ամիսներին նվազեցնել լարվածությունը: Պարբերաբար այդ ուղիղ կապի միջոցով խոսում են կողմերը: Բնականաբար, իրավիճակն այնպիսին է, որ միշտ էլ կա վտանգ, որ լարվածության աճ կլինի»:
