Թեև Հանրային խորհուրդը ձևավորվել է հանրության կարծիքը վերևներին հասցնելու համար, սակայն իր ստեղծման օրվանից ձևական նշանակություն ու բովանդակություն է ունեցել: Այն ոչ թե հասարակական կառույցների կարծիքի վրա հիմնվել, այլ կառույցի ղեկավարի տեսակետների, ինչն էլ հրամցվել է որպես հասարակական կարծիք: Եվ դա որևէ մեկի համար գաղտնիք չէ: Անցած տասը տարիների գործունեության ընթացքում խորհրդի կենսագրության ամենահիշարժան պահերը ցուցադրական հանդիպումներն են եղել ՀՀ նախկին նախագահ Սերժ Սարգսյանի հետ, իսկ հանձնաժողովները հիմնականում նիստերը գումարել են վերևներից եկող պատվերեներով:

Հիմա, երբ ամեն ինչ փոխվել է, շատերը սպասում էին, որ Հանրային խորհրդում էլ իրավիճակ կփոխվի, բայց արի ու տես, որ այն ինչպես նախկինում՝ սովետի ժամանակների պատշկոլա եղել է, այդպիսին էլ շարունակում է մնալ: Ի դեպ, դժվար է հիշել, թե խորհրդի ղեկավար Վազգեն Մանուկյանը երբ է իրական հանրային կարծիքի մասին տեղեկացված եղել ու փորձել վերևներին համոզել, որ այս կամ այն որոշումը կամ օրենքը չընդունեն:

Ավելին, եթե նման գեթ մեկ փորձ արած լիներ, Սերժ Սարգսյանն ավելի լավ կպատկերացներ, թե իրականում երկրում ինչ է կատարվում, ինչից է դժգոհում հասարակությունը և, գուցե, այդքան շատ չլինի նրա սխալը:

Հիմա, երբ երկրում իրավիճակ է փոխվել և խորհրդի հին կազմը համալրվել է նոր անդամներով, պարզվում է Վազգեն Մանուկյանը շարունակում է իր հին ավանդույթներով ղեկավարել կառույցը: Ավելին, իրեն իրավունք է վերապահում առանց հաշվի առնելու հանրային խորհրդի անդամների կարծիքը ինչ-որ տեքստ հրապարակել, որն իրականում որևէ աղերս չունի նիստի ժամանակ հնչեցված այլ անձանց կարծիքների հետ:

Փաստորեն, նախորդ իշխանությունների գործելարճին հարմարված Վ. Մանուկյանը ոչ միայն մոռացել իր երբեմնի ըննդիմադիր լինելու փաստը, ժողովրդավարական Հայաստան կառուցելու ցանկությունը, այլև չի էլ ցանկանում այդ մասին հիշել: Հակառակ դեպքում կառույցի տարածած հայտարարության մեջ փաստերը և իրականությունը չէին խեղաթյուրվի:

Ի դեպ, Հանրային խորհրդի անդամ Ստյոպա Սաֆարյանը հանդես գալով հայտարարությամբ պահանջում է հրապարակել ողջ նիստի սղագրությունը: Հայտարարության մեջ ասվում է նաև.

«Հանրային խորհրդի կողմից տարածված մամլո հաղորդագրությամբ ոչ միայն խախտվել է նիստի ավարտին ձեռք բերված վերոնշյալ պայմանավորվածությունը, այլ նաև փորձ է արվել հանրության շրջանում մանիպուլյացիոն մեխանիզմներով տպավորություն ստեղծել, թե մեկ անձի, թող դա լինի Հանրային խորհրդի նախագահ, փոքրամասնական կարծիքը ներկայացնում է սահմանադրական ողջ ինստիտուտի՝ Հանրային խորհրդի տեսակետը, ինչը կեղծիք է: Կրկին հայտարարում եմ, որ բազում հարցերում Հանրային խորհրդի նախագահն իր հայտնած դիրքորոշումներով անգամ փոքրամասնություն էր, հետևաբար նրա տեսակետները չեն կարող հանդիսանալ ո՛չ Հանրային խորհրդի, ո՛չ էլ արտահերթ քննարկման բովանդակությունը»:

Հիմա հարց՝ այս կեղծիքի տակից ինչպե՞ս է դուրս գալու պարոն Մանուկյանը, թե՞ մտածում է, որ հին ժամանակներն են, կարելի է մի բան ասել, մեկ այլ բան մտածել, երրորդը՝ հրապարակել: Առայժմ այսքանը, սպասենք հետագա զարգացումներին և տեսնենք ինչպիսին կլինեն հետագա քայլերն ու արդյուքները:
