Հասկանալի չէ, թե նոր Հայաստանում այս կամ այն կառուցում ինչ-որ միջոցառմանը՝ նույնիսկ 100-ամյակին, ինչու պետք է անպայման իրենց ներկայությամբ շուք հաղորդեն երկրի բարձրաստիճան պաշտոնյաները: Սա, սովետից մնացած հին մոտեցում է, որը պահպանվել է մինչև մեր օրերը: Դրա պատճառը կրթական համակարգերի պետական իշխանական օղակներից կախվածության վառ օրինակ է, որը վերացնելու փոխարեն ավելի է խորանում:

Իրականում պետական կառույցներից այդ աստիճան կախված լինելու հանգամանքը խոսում է հայաստանյան բուհական կառույցների անկատար լինելու մասին: Հակառակ դեպքում պետական պաշտոնյաները չէին որոշի, թե որ բուհում ով պետք է ռեկտոր, պրոռեկտոր լինի և չէին միջամտի բուհերի կառավարման գործընթացին: Մյուս կողմից բուհի ղեկավարը չէր վիրավորվի, որ իրենց կառույցի հոբելյանական միջոցառմանը այս կամ այն պետական չինովնիկը չի մասնակցել: Բուհը եթե իր բարձունքի վրա լիներ, ապա պետական չինովնիկն իրեն վատ կզգար, որ կրթական կառույցի ղեկավարի կողմից միջոցառման հրավեր չի ստացել:

Անկեղծ ասած, դժվար է պատկերացնել, որ աշխարհահռչակ Հարվարդի համալսարանի հոբելյանին մասնակցեր ԱՄՆ նախագահը կամ կրթության նախարարը, էլ չենք ասում բուհի ռեկտորին մեդալով պարգևատրել-չպարգևատրելու մասին: Այս և նման աշխարհահռչակ համբավ ունեցող բուհերը, որոնց շրջանավարտը լինելը պատիվ է ողջ աշխարհում, վաղուց ապացուցել են, որ իրենց շրջանավարտների դիպլոմը օժիտի ճամպրուկում պահվող թուղթ չէ, այլ աշխարհում պահանջված մասնագետներ լինելու գրավական:

Գուցե դա է պատճառը, որ Հայաստանում օրվա իշխանություն-բուհ հարաբերություններում թելադրողը օրվա իշխանությունն է, իսկ բուհի ղեկավարը, օրվա իշխանավորի ձեռքում խաղալիք, որ երբ ինչպես ցանկանա, այնպես էլ կարող է վարվել բուհի ռեկտորի և նրա հեղինակության հետ:

Ի դեպ, հեղինակության մասին. դժվար թե որևէ աշխարհահռչակ բուհի ղեկավար վերանորոգման և այլ գործարքների վրա ծախսվող գումարներից տուն տանի, մտքով անցկացնի գումարի դիմաց գնահատական դնել կամ դիպլոմ վաճառել: Սա ևս խոսում է մեր բուհական կառույցների պիտանելիության ցածր մակարդակի մասին: Ինչ վերաբերում է ոլորտով զբաղվող գերատեսչության աշխատանքին, ապա այն առավելապես պետք է իր հիմնական գործով զբաղվի և կրթության քաղաքականություն մշակի, ոչ թե տարբեր մեքենայություններով տարվի և իրեն թույլ տա մտնել անկախ կառույցների դաշտ ու անտեսի, որ օրենքների անկատարության պատճառով են կրթական հաստատությունների խնդիրները ծագում, ինչի մեղավորը նույն ինքը՝ Կրթության և գիտության նախարարությունն է:
