Վերջին օրերին Արցախում նախագահական ընտրությունների նախաշեմին քաղաքական հետաքրքիր վերադասավորումներ են տեղի ունենում․ օրերսհայտնի դարձավ, որ հրաժարական է ներկայացրել Արցախի ԱԱԽ քարտուղար Վիտալի Բալասանյանը, միաժամանակ Լևոն Մնացականյանը նշանակվել է արցախի ոստիկանության պետ։ Վերջին փոփոխությունը վկայում եէ, որ Արցախում հզորացվում է իրավապահ կառույցը։

Եթե խոսենք Բալասանյանի հրաժարականի մասին, ապա ակնհայտ է, որ դա պայմանավորված է առաջիկա նախագահական ընտրություններով, որին մասնակցելու մասին Բալասանյանը հայտնել էր ամիսներ առաջ։

Օրեր առաջ հայտնի դարձավ, որ Վիտալի Բալասանյանը նախաձեռնում է «Հանուն Արցախի» համազգային շարժում, որտեղ ընդգրկված կլինեն ստեղծված իրավիճակով մտահոգ և սրտացավ հեղինակություն վայելող անհատներ, ովքեր գիտակցում են ստեղծված վիճակի լրջությունն ու վտանգավոր հետևանքները:

Պարզ է, որ Բալասանյանը քաղաքական գիծն ու քարոզարշավը կառուցված է լինելու մի կողմից Արցախի անվտանգության հետ կապված հարցերի առաջնային լուծումների առաջ քաշմամբ մյուս կողմից, ըստ էության, ՀՀ իշխանությունների հետ կոշտ քաղաքականության վրա, իսկ պետական պաշտոյա լինելը ակնհայտ խանգարող հանգամանք էր՝ պատշաճ քարոզարշավ իրականացնելու համար։ Բալասանյանի պարագայում կա ևս մեկ կարևոր խնդիր․ նախագահական ընտրությունների հավանական մյուս թեկնածուներ Արայիկ Հարությունյանը և Սամվել Բաբայանն արդեն լայն թափով ընդգրկված են նախընտրական գործընթացներում, Բալասանյանը փաստացի դուրս է մնում «թեմայից», ինչը խանգարում է ամբողջովին ունենալ բովանդակային մասնակցություն։

Բալասանյանի հրաժարականի հետ կապված հայկական մեդիատիրությում միանգամից սկսվեցին տարբեր տիպի «օրակարգային» և արհեստական թեզեր շրջանառվել, որ դա պայմանավորված է եղել Բալասանյանի՝ ՀՀ իշխանությունների հանդեպ ունեցած վերաբերմունքից, որ նրան պաշտոնական Երևանն է ստիպել հրաժարականի դիմում ներկայացնել։ Սրանք ակնհայտ մանիպուլյատիվ և ամբոխահաճո հայտարարություններ են, որոնք ոչ մի բովանդակային հիմք չունեն և հատուկ կիրառվում են «զոբիական սեկտորին» համապատասխան չափաբաժին մատուցելու համար։

Ինչ վերաբերվում է Լևոն Մնացականյանին ոստիկանապետի պաշտոնում նշանակումը, սա փաստում է այն մասին, որ Արցախի նախագահը ցանկանում է ընտրություններին գնալ ամուր ոստիկանական համակարգով, իսկ որ Մնացականյանը դա կարող է ապահովել, կասկածից վեր է։

Փաստացի Արցախը սեփական խաղաքարտերն է դասավորում և ձևավորում սեփական օրակարգը՝ այլևս չհանդուրժելով հայաստանյան իշխանությունների կապրիզները այս կամ այն անձի հարցում։ Դրա մասին է փաստում այն հանգամանքը, որ Նիկոլ Փաշինյանից «մերժված» Մնացականյանը կրկին ստանձնել է կարևոր դերակատարում նախագահական ընտրություններից առաջ։
