Ի սկզբանե, հասարակության շրջանում զարմանք կամ տարակուսանք էր առաջացրել ՀՀ ԱԺ «Իմ քայլը» խմբակցության պատգամավոր Արմեն Խաչատրյանի կողմից շրջանառության մեջ դրված իշխանության ներկայացուցչի՝ ծառայողական պարտականությունների կատարմանը խոչընդոտելու նպատակով գործողություններ կատարելու, ինչպես նաև ծառայողական պարտականությունների կատարման ժամանակ իշխանության ներկայացուցչին հրապարակայնորեն վիրավորելու մասին «Հայաստանի Հանրապետության քրեական օրենսգրքում լրացում կատարելու մասին» նախագիծը: Նախագծով առաջարկվում էր քրեականացրել արարքը, սակայն այդպես էլ պարզ չդարձավ, թե կոնկրետ ինչն էր նման նախագիծ ներկայացնելու առիթ հանդիսացել, որը բավական լուրջ վտանգներ կարող էր պարունակել:

Նման դրույթ կյանքի կոչելու դեպքում, առաջին հերթին այլևս հնարավոր չէր լինի իշխանությունն ուզուրպացնելու կամ նման փորձի դեմ պայքարել, քանի որ դա կարող էր ձևակերպվել որպես բարձր ղեկավարությանը հասցված խորը վիրավորանք, դրանից բխող բոլոր հետևանքներով: Երկրոդը՝ դրանով հնարավոր կլիներ փակել բոլոր ընդդիմախոսների բերանը, որն, ըստ էության, հեռու է դեմոկրատական արժեհամակարգ կոչվող ընկալումներից ու տրամաբանությունից:

Հաջորդ վտանգն այն էր, որ հասարակական ցանկացած ընդվզման փորձ հնարավոր կլինի հենց օրորոցում խեղդել, քանի որ իշխանության ներկայացուցիչներին ուղղված ցանկացած քննադատական խոսք կամ բողոքի ակցիա կարող է պաշտոնյայի կողմից մինչև հոգու խորքը հասցված վիրավորանք ձևակերպվել:

Պատգամավոր Խաչատրյանը թեև հայտարարում է, որ ինքն է հետ կանչել սեփական նախաձեռնությունը, պատճառաբանելով, թե ցանկանում է հարցը բոլորի հետ քննարկել, բացատրել էությունը, անհրաժեշտությունը, դրանց հիմնավորումները ներկայացնել, բայց դա իրականությանն այնքան էլ րի համապատասխանում:

Orer.am-ի տեղեկություններով այդ նախաձեռնության հաջորդ փուլը չի էլ լինի, քանի որ այն զայրացրել է իշխանական վերնախավին: Ավելին, ոստիկանության նախկին աշխատակցին հորդորել են կյանքին այլևս քրեական օրենսգրքի տեսնակյունից չնայել, քանի որ հասարակական համերաշխություն հաստատելու ճանապարհին նման առաջարկները կարող են հակառակ էֆեկտ առաջացնել:

Պատգամավորին հասկացրել են նաև, որ առանց նման դրույթի էլ ամեն ինչ պատշաճ վերահսկվում է, իսկ այդ նախագիծը կարող է անցանկալի հետևանքների հանգեցնել, որն ավելորդ գլխացավանք դառնալուց բացի այլ հարց չի կարող լուծել:
