ԱԺ-ում Հաշվեքննիչ պալատի 2018թ. տարեկան հաղորդման ներկայացման և դրանից հետո սկսված պատգամավորներ-ՀՊ նախագահ Լոևն Յոլյան հարցուպատասխանի ժամանակ պարզ դարձավ, որ պատգամավորներն այնուամենայնիվ չեն պատկերացնում, թե այս կառույն ինչ իրավասություններ ունի, կամ` չունի: Ու թեև Լ. Յոլյանը համբերատար, բոլորին պատասխանում էր, որ կառույցի գործը միայն տվյալ պետական կառույցի գործուներությունը ստուգելն ու դրանց մասին զեկույց հրապարակելն է, իսկ իրավական գնահատական տալն արդեն իրավապահների գործն է, բայց՝ խախտումներ գտաք ու վե՞րջ տիպի հարցադրումն այնքան շատ հնչեց, որ անտեսանելին դարձրեց տեսանելի:

Ստացվում է, որ պատգամավորները մինչ որևէ կառույցի գործունեության մասին քննարկմանը մասնակցելը չեն ծանոթանում այն մանդատին, պարտականությունների շրջանակներին, որոնք տվյալ կառույցն ունի: Ու չնայած Հաշվեքննիչ պալատի ուսումնասիրությունների արդյունքները ցույց են տալիս, որ այստեղ էլ սենսացիոն բացահայտումների պակաս չկա, բայց պարզ չէ, թե ինչու մինչ օրս կառույցին չի տրվել իրավապարհներին ինքնուրույն դիմելու իրավասություն: Բոլորին է հայտնի, որ նախորդ իշխանություններին պետք էր որ անօրինականությունները հայտնաբերվեն ոչ թե դրանք վերացնելու կամ չարաշահումներին իրավական գնահատական տալու, այլ որպես մահակ օգտագործելու համար: Այդ պատճառով է, որ այս կառույցին նման լիազորություններ չեն տվել, բայց նոր իշխանություններն այս ամենը շտկելու բավական ժամանակ ունեին, որից, փաստորեն, չեն օգտվել: 

Հարց է ծագում նաև, թե անցած մեկ տարվա ընթացքում նոր իշխանություններն ինչու չեն փորձել Բաղրամյան 26-ում քնեցված գործերին ընթացք տալ, երբ դրա բոլոր գործիքներն ու հնարավորություններն ունեին: Եվ հիմա զարմանալ, թե ինչո՞ւ մինչև հիմա Հաշվեքննիչ պալատի կողմից բացահայտված գործերով դատախազությունը գործեր չի հարուցել, ոչ միայն տեղին չէ, այլև կասկածելի:

Ավելի շուտ պետք է հարց ծագեր, թե ինչո՞ւ, օրինակ, Մանե Թանդիլյանը սոցապ նախարար եղած ժամանակ այդպես էլ չփորձեց իր ձեռքում հայտված այդ կոռումպացված կառույցում հայտնաբերված չափաշահումների հետևից գնալ: Նույն անտարբերությունը շարունակվում է Զարուհի Բաթոյանը: Սա խոսում է այն մասին, որ կա՛մ այդ մարդիկ իրենց տեղում չեն, կա՛մ այդպես են չեն հասկացել, թե ինչ պետք է անեն պետությունից գողացված գումարները հետ բերելու համար:
