«Փաստ» օրաթերթը գրում է.

ՀՀ վարչապետ Նիկոլ Փաշինյանը ֆեյսբուքյան իր էջում գրել է, որ որոշում է կայացրել Սահմանադրության օրվա կապակցությամբ զինվորական բարձ կոչումներ շնորհելու մասին, այդ թվում՝ ԱԱԾ տնօրեն Արթուր Վանեցյանին ու ոստիկանապետ Վալերիյ Օսիպյանին: «Որոշումներն ուժի մեջ կմտնեն Հանրապետության նախագահի կողմից համապատասխան հրամանագրերը ստորագրելուց հետո»,- հավելել է վարչապետը:

Միանգամից ասեմ, որ վարչապետի նախաձեռնությունը ողջունելի է, նույնիսկ մի փոքր՝ ուշացած։ ՀՀ ԱԱԾ ու ոստիկանության ղեկավարները վաղուց պետք է արժանացած լինեին գեներալի կոչման՝ այս կառույցների ավելի արդյունավետ կառավարումն իրականացնելու համար։ Մյուս կողմից՝ իսկապես գնահատելի է, որ Նիկոլ Փաշինյանն արժևորում է իր ենթակաների աշխատանքը։

Սակայն անհասկանալի է, թե ինչու է Նիկոլ Փաշինյանը հերթական անգամ զբաղվում անզուսպ PR-ով։ Բանն այն է, որ զինվորական կոչումներ, համաձայն Հայաստանի Սահմանադրության, շնորհում է հանրապետության նախագահը, իհարկե՝ վարչապետի առաջարկությամբ։ Այլ խոսքով՝ Նիկոլ Փաշինյանը կարող էր այս գրառումը չանել, ու բոլորս ընդունված կարգի համաձայն՝ կտեղեկանայինք նախագահի հրամանագրերի մասին։

Սակայն Նիկոլ Փաշինյանն իրեն է վերագրում մի բան, որի իրավունքը սահմանադրորեն չունի։ Նման վարքագծի պատճառները մի քանիսը կարող են լինել։

Օրինակ՝ կարելի է ենթադրել, որ Հայաստանում գործում է ոչ թե իրավունքը, այլ՝ հեղափոխական նպատակահարմարությունը։ Հիմա Փաշինյանի սրտով անցել է գեներալական ուսադիրներ շնորհել ու մինչ հրամանագրերի ընդունումը այդ մասին հանրայնացնել։ Իսկ եթե նախագահը չստորագրե՞ր հրամանագրերը...

Մյուս կողմից՝ հնարավոր է, որ Նիկոլ Փաշինյանն ուժային կառույցները կոնսոլիդացնելու խնդիր ունի, մանավանդ, որ նրա վարկանիշն անկում է ապրում, և այլևս անհնար է ապավինել հասարակության աջակցությանը, հատկապես, որ առջևում դատական ռեֆորմն է, որն ամենևին էլ միանշանակ գնահատականի չի արժանանում ժողովրդի ու քաղաքական ուժերի կողմից։

Եվ վերջապես՝ ակնհայտորեն շարունակվում է Հայաստանի նախագահի ու վարչապետի հակադրությունը։ Նիկոլ Փաշինյանը տարբեր առիթներով արտահայտում է իր անվստահությունը նախագահի հանդեպ։ Արմեն Սարգսյանն, ի վերջո, տեղի տվեց վարչապետի ու խորհրդարանական մեծամասնության ճնշմանը և ՍԴ դատավորի թեկնածու առաջադրեց նրանց նախընտրելի թեկնածուին։

Կամ՝ Սարգսյանը լռություն է պահպանում, երբ երկրում ակնհայտորեն ոտնահարվում է սահմանադրական կարգը, ու գործադիր իշխանությունը մտադիր է տոտալ վերահսկողութուն հաստատել նաև ՍԴ հանդեպ։ Այլ խոսքով՝ Արմեն Սարգսյանն է թույլ տվել, որ Նիկոլ Փաշինյանն անարգել մտնի իր լիազորությունների տիրույթ։ Ինչ վերաբերում է գեներալի կոչում ստացած պաշտոնյաներին, ապա նրանք մի փոքր զգուշավոր ուրախությամբ պետք է արձագանքեն այդ փաստին։ Դեռ «Սովետից» մնացած ավանդույթ կա, որ հաճախ պաշտոնյան մեդալ կամ կոչում է ստանում՝ պաշտոնին հրաժեշտ տալուց առաջ։
