ՀՀ եւ ԱՀ պետաիրավական հարցերի հանձնաժողովները համատեղ քննարկել են Արցախի ընտրական օրենսգրքի նախագիծը

Արցախի խորհրդարանում այսօր՝ հուլիսի 14-ին, տեղի է ունեցել Հայաստանի Հանրապետության Ազգային ժողովի և Արցախի Հանրապետության Ազգային ժողովի պետական-իրավական հարցերի մշտական հանձնաժողովների համատեղ նիստը, որը վարել են հանձնաժողովների նախագահներ Վլադիմիր Վարդանյանը և Հովիկ Ջիվանյանը: Համատեղ նիստի օրակարգում ընդգրկված էր մեկ հարց՝ Արցախի Հանրապետության Ընտրական օրենսգրքի քննարկումը: Այս մասին NEWS.am-ը տեղեկանում է Արցախի ԱԺ լրատվության և հանրության հետ կապերի բաժնից։

Բացելով նիստը՝ ԱՀ ԱԺ պետական-իրավական հարցերի մշտական հանձնաժողովի նախագահ Հովիկ Ջիվանյանը ողջունել է համատեղ նիստի կազմակերպումը՝ ընդգծելով երկրի համար կարևոր իրավաքաղաքական փաստաթղթի՝ ընտրական օրենսգրքի շուրջ տարբեր ձևաչափերով կազմակերպված քննարկումների անհրաժեշտությունը:

ՀՀ ԱԺ պետական-իրավական հարցերի մշտական հանձնաժողովի նախագահ Վլադիմիր Վարդանյանը բացման խոսքում կարևորել է հայկական երկու հանրապետությունների խորհրդարանների միջև գործնական կապերի նշանակությունը և պատրաստակամություն հայտնել՝ անցկացնելու արդյունավետ քննարկումներ Ընտրական օրենսգրքի շուրջ:

ԱՀ ԱԺ նախագահ Աշոտ Ղուլյանը ողջունել է երկու հանձնաժողովների համատեղ նիստը՝ ընդգծելով, որ սրանով գործնականում դրսևորվում է խորհրդարանների միջև համագործակցությունը, որը փոխադարձ օգտակար է օրենսդրական փորձի փոխանակման տեսնակյունից: Անդրադառնալով Ընտրական օրենսգրքին՝ խորհրդարանի նախագահը նշել է, որ նախագծի շուրջ քննարկումները կազմակերպվել են՝ ապահովելով լայն մասնակցություն ինչպես Արցախի արտախորհրդարանական ուժերի, այնպես էլ Հայաստանի Հանրապետության պետական հաստատությունների և փորձագիտական համայնքի ներկայացուցիչների:

Ներկայացնելով ԱՀ Ընտրական օրենսգրքի նախագիծը՝ ԱՀ արդարադատության նախարար Արարտ Դանիելյանը անդրադարձել է նաև խմբակցությունների կողմից ներկայացված առաջարկություններին և պատասխանել երկու խորհրդարանների պատգամավորների առաջադրած հարցերին:

Համատեղ նիստի արդյունքները ամփոփվել են հանձանժողովների նախագահներ Հովիկ Ջիվանյանի և Վլադիմիր Վարդանյանի ճեպազրույցի ընթացքում:
