Արարատ Զուրաբյանի նկատմամբ կիրառվել է վարչական տույժ՝ 200 հազար դրամ տուգանք

Բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողովը Ազգային ժողովի նախկին պատգամավոր Արարատ Զուրաբյանի նկատմամբ հուլիսի 23-ին կիրառել է վարչական տույժ՝ տուգանք 200 հազար դրամի չափով: Նախկին պատգամավորը էթիկայի հանձնաժողով չի ներկայացրել 2019թ. պաշտոնական պարտականությունները դադարեցնելու օրվա դրությամբ առկա գույքի, եկամուտների և փոխկապակցված անձանց հայտարարագիրը, հայտնում է hetq.am-ը:

Այդ փաստով էթիկայի հանձաժողովը վարույթ էր հարուցել և մայիսի 30-ին կիրառել էր վարչական տույժ՝ նախազգուշացում: Այդ որոշումը Զուրաբյանին հանձնված համարելուց հետո 30-օրյա ժամկետում նախկին պաշտոնյան հանձնաժողովին չի ներկայացրել պաշտոնական պարտականությունները դադարեցնելու օրվա դրությամբ առկա գույքի, եկամուտների և փոխկապակցված անձանց հայտարարագիրը: Դրանից հետո արդեն կիրառվել է վարչական տույժ՝ տուգանք:

Արարատ Զուրաբյանը 2017թ. ապրիլի 2-ին ԱԺ պատգամավոր էր ընտրվել «Ծառուկյան» կուսակցությունների դաշինքի համապետական ընտրական ցուցակով:

Նշենք, որ վարչական տույժ նշանակելը վարչական իրավախախտում կատարած անձին չի ազատում այն պարտականության կատարումից, որը չկատարելու համար նշանակվել էր վարչական տույժ: Վարչական իրավախախտման վերաբերյալ վարույթի ընթացքում Բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողովը հայտարարագիրը դիտավորությամբ չներկայացնելու դեպքում վարույթի նյութերը պատճառաբանված որոշմամբ անհապաղ, բայց ոչ ուշ, քան եռօրյա ժամկետում ուղարկում է գլխավոր դատախազություն՝ ընդունելով վարույթը կասեցնելու մասին որոշում։

Գլխավոր դատախազությունը նյութերի ուսումնասիրության արդյունքների վերաբերյալ պարտավոր է տեղեկացնել Բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողովին՝ կցելով համապատասխան որոշման պատճենը: Քրեական գործի հարուցումը մերժելու, գործի վարույթը կարճելու, քրեական հետապնդումը դադարեցնելու կամ քրեական հետապնդում չիրականացնելու մասին որոշումն ստանալու պահից Բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողովը հնգօրյա ժամկետում վերսկսում է կասեցված վարույթը, իսկ օրինական ուժի մեջ մտած մեղադրական դատավճիռն ստանալու դեպքում նույն ժամկետում կարճում է վարույթը:
