ՀՀ էկոնոմիկայի նախարար Տիգրան Խաչատրյանը ճյուղային քննարկումների շրջանակում հերթական հանդիպումն է անցկացրել: Այս անգամ՝ կաթնամթերք արտադրող ընկերությունների ներկայացուցիչների հետ։

Նախարարության տարածած հաղորդագրությունից տեղեկանում ենք, որ հանդիպման ընթացքում քննարկվել են պետության կողմից մասնավոր ընկերությունների հետ երկարաժամկետ պայմանագրերի կնքման ազդեցությանը և նպատակահարմարությանը վերաբերող հարցեր։

Անդրադարձ է եղել նաև արտահանման խոչընդոտների վերացմանն ուղղված հնարավոր քայլեր ձեռնարկելուն, ինչպես նաև ներքին շուկան արտադրողի համար առավել կանխատեսելի և կայուն դարձնելու հեռանկարին։

Թվում է, թե ոլորտը ղեկավարող նախարարը պետք է որ իր պաշտոնավարման ընթացքում հասցրած լիներ իմանալ ոլորտի խնդիրները և ոչ թե հերթական պրոտոկոլային հանդիպումն անցկացներ: Այս ընթացքում պետք է նաև հստակ դեղատոմսերի մի ողջ փաթեթ առաջարկած լիներ ոչ միայն կառավարությանը, այլև տնտեսվարողներին: Բայց, ինչպես տեսնում ենք, ոլորտում կուտակված բազում խնդիրները մի կողմ թողած նախարար Խաչատրյանը փորձում է հերթական ձևական հանդիպումն անցկացնել, ցույց տաու համար, թե իրապես գործ է անում:

Մինչդեռ կաթնամթերք արտադրող ընկերությունների խդիրների մասին տեղեկանալու համար կարելի էր ընդամենը շրջել գյուղերով, բայց ինչպես երևում է, կաբինետային կոմֆորտ զոնայում հանդիպումներ անցկացնելն ավելի հոգեհարազատ է էկոնոմիկայի նախարարի համար, ինչից պարզ է դառնում, որ սա հերթական ձևական կամ նկարվելու համար արված քայլն էր, որը դժվար գոհացրած լինի տնտեսարողներին:

Իրականում Հայաստանն այն երկիրը չէ, որ հնարավոր չլինի մեկ տարում բոլոր խնդիրները հասկանալ և դրանց լուծման խոհեմ, խելամիտ կամ ողջամիտ տարբերակներ առաջարկել, բայց արի ու տես, որ բուռն գործունեության իմիտացիա ապահովելն ու ժամանակ ձգելն ավելի կարևոր է ՀՀԿ-ից ժառանգություն ստացած բարձրաստիճան պաշտոնյաների համար:

Նման կրիայի քայլերով դարեր պետք կլինեն երկրի տնտեսությունը զարգացնելու համար: Իրականում կարևոր է նաև հասկանալ, թե այս կամ այն գերատեսչության գործունեության օգտակար գործողության գործակիցը որքան է: Այդտեղից ավելի տեսանելի կլինի, թե որոշակի ժամանակահատվածում տվյալ գերատեսչությունն ինչ արդյունք է գրացնել:

Ինչ վերաբերում է Էկոնոմիկայի նախարարությանը, ապա ամենալավատեսական գնահատականներով այս գերատեսչության ՕԳԳ-ն շարունակում է 0-ի մոտ մնալ, քանի որ առանձնապես տեսանելի չէ, թե տարբեր երկրներից ժամանած պատվիրակությունների, դեսպանների ու արտադրողների հետ ունեցած անպտուղ հանդիպումներից և տարբեր ընկերություններին հարկերից ազատելու միջնորդություններից բացի ոլորտային խնդիրների լուծմանն ուղղված կոնկրետ ինչ հարցով են զբաղվել և հստակ ինչ խնդիրներ են այս ընթացքում լուծել:
