Ի հեճուկս Արևմտյան սանկցիաների անցյալ շաբաթ, շաբաթ օրը, օգոստոսի 9-ին, ամերիկյան նավթային գիգանտ ExxonMobil-ը սկսել է նավթի հետախուզաորոնողական հորատման աշխատանքներ արկտիկական շելֆի ռուսական հատվածում, իր ռուսական գործընկեր "Роснефть"-ի հետ: Այս նախագիծը տեսակամրջի միջոցով ողջունել է ՌԴ նախագահ Վլ. Պուտինը և այն անվանել “հաջողված օրինակ միջազգային համագործակցության”: Թեև ԱՄՆ կողմից սանկցիաները մտցվել են ուկրաինական ճգնաժամի հետ կապված, որոնք տարածվում են նաև ռուսական նավթային հսկայի վրա, սակայն դրանք ուղղված չեն այն բանի դեմ, որ ռուսական ու ամերիկյան ընկերությունների կողմից համատեղ ծրագրեր իրականացվեն, թեև հաշվարկված են այն ուղղությամբ, որպեսզի ռուսական ընկերություններին զրկեն դոլարային ֆինանսավորումից ու ժամանակակից տեխնոլոգիաների հասանելիությունից:
“Այսօր գործարար հաջողությունները որոշում են միջազգային հաջող ու արդյունավետ համագործակցությունը”,- ընդգծել է ՌԴ նախագահը «Роснефть»-ի նախագահ Իգոր Սեչինի ու ExxonMobil-ի ռուսաստանյան մասնաճյուղի ղեկավար Գլեն Ուոլլերի (Glenn Waller) հետ տեսակոնֆերանսի ժամանակ, որը անցկացվել է Սոչիի իր նստավայրից:
“Գործարար աշխարհը, ներառյալ նաև խոշորագույն հայրենական ու արտասահմանյան ընկերությունները, դա հիանալիորեն հասկանում են ու չնայած այն դժվարություններին, որոնք առաջացել են ներկայիս քաղաքական կոնյուկտուրայից, պրագմատիզմը ու ողջամտությունը միևնույնն է հաղթանակելու են ու դա ուրախացնող է”,- հավելել է նախագահ Պուտինը: Ուշագրավն այն է, որ Exxon ընկերությունը Նորվեգիայից է տեղափոխել է հորատման անհրաժեշտ սարքավորումները, որպեսզի սկսի հորատման աշխատանքները Կարսկի ծովում: Հիշեցնենք, որ “Роснефть”-ի ղեկավարը Պուտինի մերձավոր շրջապատից Իգոր Սեչինն է, ով ևս հայտնվել է Արևմուտքի սանկցիաների ցանկում:
“Նմանօրինակ խիզախ կեցվածքն անշուշտ մենք ողջունում ենք և հավաստիացնում մեր կողմից, որ լիովին բաց ենք մեր գործընկերների հետ ունեցած գործակցությունն ընդլայնելու ու խորացնելու համար”,- ընդգծել է նախագահ Պուտինը:-“Ես համոզված եմ «Роснефти» և Exxon Mobil –ի միջև համատեղ ծրագրերը մյուս ընկերությունների համար էլ օգտակար կլինեն ու նաև դրական արդյուքներ կտան մեր ազգային տնտեսությունների համար և կնպաստեն գլոբալ էներգետիկ իրավիճակին դրական առումով”: Աեմրիկյան ընեկրության ռուսաստանյան մասնաճյուղի ղեկավար Գլեն Ուոլլերը, ևս հաստատել է, որ ընկերությունը, որը որ ներկայացնում է ինքը, շահագրգռված է Ռուսաստանի հետ աշխատանքային գործարար հարաբերությունների շարունակմանը: “Մեր համագործակցությունը երկարաժամկետ և մենք այստեղ տեսնում ենք մեծ հեռանկարներ ու պատրաստ ենք Ձեր արտոնությամբ, շարունակել մեր աշխատանքները”,- ասել է ամերիկյան գործարարը:
Այս ամենը բավական հետաքրքիր իրողություն է հատկապես եթե հաշվի անռնենք որ տեղի է ունենում մի իրականության մեջ, որտեղ առկա են ԱՄՆ ու ԵՄ սանկցիաներն ընդդեմ Ռուսաստանի ու ռուս մի շարք բարձրաստիճան պաշտոնատար անձանց ու գործարարների, որոնք բոլորն էլ նախագահ Պուտինի մերձավոր շրջապատից են հանդիսանում, ու այս առումով բնականաբար անկարելի էր, որ ինչպես լրագորղական այնպես էլ վերլուծական շրջանակների ուշադրությանը չարժանանար անկախ համատեղ գործարար նախագծի ծավալից կամ այլ պարամետրից: Իհարկե հետաքրքրական է նաև այն, որ ռուսական պատասխան սանկցիաներն էլ կարծես այստեղ չեն գործում:
