Պետական եկամուտների կոմիտեն Ա/Ձ Գեղամ Գրիգորյանի կողմից ԶԼՄ-ներում և համացանցում տարածած հայտարարության կապակցությամբ անհրաժեշտ է համարում հանրությանը տրամադրել հետևալ տեղեկատվությունը:

Ա/Ձ Գեղամ Գրիգորյանը Դուբայից ՀՀ է ներմուծել տարատեսակ ապրանքներ, որոնց համար 04․03․2019-ին ՊԵԿ Արարատյան մաքսատուն-վարչություն ներկայացվել է հայտարարագիր 97 անուն ապրանքի համար, և քանի որ ուղեկցող փաստաթղթերը եղել են թերի, ուստի հնարավոր չի եղել հայտարարագրել գործարքի գնի մեթոդով (առաջին մեթոդ)։ ՊԵԿ ռիսկերի կառավարման համակարգի կողմից ավտոմատ կերպով ընտրվել է «կարմիր ուղի» ընթացակարգ և ապրանքի զննության արդյունքում պարզվել է, որ առկա են ինչպես թերի հայտարարագրված, այնպես էլ ընդհանրապես չհայտարարագրված մի խումբ ապրանքներ։ Փաստի առթիվ մաքսային կանոնների խախտման վերաբերյալ կազմվել է արձանագրություն և իրականացվել է վարչական վարույթ։ Զննության արդյունքում բացահայտված թերի հայտարարագրումից հետո տնտեսվարողը կատարել է ճշգրտում և 97 անուն ապրանքի փոխարեն հայտարարագրել է 149 անուն ապրանք։ Հատկանշական է, որ ի սկզբանե 97 անուն ապրանքի համար տնտեսվարողը ներկայացրել էր որպես ուղեկցող փաստաթուղթ մի հաշիվ ապրանքագիր, որի մեջ որպես ներմուծված ապրանքի ընդհանուր արժեք նշված է եղել 36059.46 ԱՄՆ դոլար, իսկ ճշգրտված 149 անուն ապրանքի համար ներկայացվել է նույն կազմակերպության կողմից թողարկված մեկ այլ հաշիվ ապրանքագիր՝ արդեն 21233․7 ԱՄՆ դոլարին համարժեք։

Հարկ է նշել, որ TENDA մոդելի wifi սփռող սարքեր առաջին անգամ տվյալ տնտեսվարողի կողմից ներմուծելու փաստը չի համապատասխանում իրականությանը, քանի որ մաքսային մարմինների տեղեկատվական բազայում 2019թ-ի սկզբից կան բազում ներմուծումներ տարբեր տնտեսվարողների կողմից և, քանի-որ տնտեսվարողի կողմից չի ներկայացվել իր կողմից ներկայացված գինը հավաստող փաստաթղթեր, հայտարարագրումն իրականացվել է ըստ ԵԱՏՄ միասնական բազայում առկա ցուցիչների։ Տնտեսվարողի կողմից 04.03.2019թ-ին ներկայացված ապրանքային հայտարարագրի 48-րդ և ճշգրտված ապրանքային հայտարարագրի 106 դիրքում հայտարարագրված ապրանքի առիթով հարկ է նշել, որ ի սկզբանե հայտարարագրված է եղել «Պլ․ դետալներ քարտերի չափսը փոխելու համար առանց հավելյալ ֆունկցիայի-1000հատ», իսկ ճշգրտումից հետո նույն ապրանքը հայտարարագրել է որպես «Քարտ ընթերցիչներ-1010հատ» և ակնհայտ է, որ գնային փոփոխությունը տվյալ պարագայում ավելի քան օրինաչափ է։ Վերոնշյալ դրվագներն ընդամենը մի քանիսն են, մնացած դրվագներով ՊԵԿ- անհրաժեշտության դեպքում կտրամադրի լրացուցիչ պարզաբանում:
