Արդարադատության նախարարությունը Ազգային ժողովի պատգամավորներ Վահագն Թևոսյանի, Սուրեն Գրիգորյանի հետ համատեղ քննարկումների, ինչպես նաև www.e-draft.am-ում, հանրային քննարկման այլ հարթակներում և սոցիալական կայքերում բարձրաձայնված մտահոգությունների և մեդիափորձագետների դիտարկումների ամփոփման արդյունքում լրամշակել է «Իրավաբանական անձանց պետական գրանցման, իրավաբանական անձանց առանձնացված ստորաբաժանումների, հիմնարկների և անհատ ձեռնարկատերերի պետական հաշվառման մասին» օրենքում լրացում կատարելու մասին» Հայաստանի Հանրապետության օրենքի և հարակից օրենքների նախագծերը: Այս մասին հայտնում են ՀՀ ԱՆ տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

Լրամշակված նախագծով՝

  • «Հաշվառում» ձևակերպումը փոխարինվել է հայտ ներկայացնելու ինստիտուտով: Թեև արդարադատության նախարարությունը բազմիցս պարզաբանել է, որ վերոնշյալ ձևակերպումը նախագծում օգտագործվել է՝ հիմք ընդունելով «Զանգվածային լրատվության մասին» ՀՀ օրենքի 13-րդ հոդվածի 2-րդ մասում առկա կարգավորումը, այնուամենայնիվ, ակնհայտ է, որ «հաշվառում» բառի հետ կապված առկա է բացասական ընկալում: Ուստի, տարընթերցումներից և տարընկալումներից խուսափելու նպատակով նախագծի լրամշակման արդյունքում ներդրվել է  հայտ ներկայացնելու ինստիտուտը։ Այս կապակցությամբ արդարադատության նախարարությունը վերահաստատում է, որ ինչպես հանրային քննարկման ներկայացված, այնպես էլ լրամշակված նախագծում առկա կարգավորումը մեկ նպատակ է հետապնդում՝ անվճար հիմունքներով հասանելի դարձնել ռեգիստրի տվյալները որոշակի սուբյեկտային կազմի՝ լրատվական գործունեություն իրականացնող ֆիզիկական և իրավաբանական անձանց համար։
  • Հաշվի առնելով նաև այն հանգամանքը, որ ժամանակակից աշխարհում լրատվական գործունեությունն իրականացվում է նաև համացանցային կայքերի միջոցով, լրամշակման արդյունքում ընդլայնվել է «Զանգվածային լրատվության մասին» օրենքով սահմանված՝ «զանգվածային լրատվության միջոց» եզրույթը, որպեսզի համացանցային կայքերը ևս հնարավորություն ունենան  օգտվել պետության տրամադրած արտոնությունից:  

Առաջիկա օրերին նախատեսվում են կատարված լրամշակումների վերաբերյալ քննարկումներ խոսքի ազատության պաշտպանությամբ զբաղվող հասարակական կազմակերպությունների և զանգվածային լրատվամիջոցների շահագրգիռ ներկայացուցիչների հետ։
