Մոսկվայում Հայաստանի մարդու իրավունքների պաշտպան Արման Թաթոյանի եւ Ռուսաստանի Դաշնությունում մարդու իրավունքների հանձնակատար Տատյանա Մոսկալկովայի միջեւ տեղի է ունեցել քննարկում կապված Ռուսաստան արտագնա աշխատանքի մեկնած կամ այնտեղ բնակվող մեր հայրենակիցներին հուզող հարցերի հետ:

ՄԻՊ-ի գրասենյակից NEWS.am-ին հայտնում են, որ նման քննարկում կազմակերպվում է առաջին անգամ, չնայած նրան, որ անհատական գործերով կողմերի միջեւ  տեղի են ունենում քննարկումներ, որոնց կարող են բախվել մեր հայրենակիցները Ռուսաստանում:

Կողմերի աշխատակազմերից նշանակված են պատասխանատու ներկայացուցիչների այդ բոլոր հարցերի առնչությամբ:

Մոսկվայում տեղի ունեցած քննարկմանը մասնակցել է նաեւ Ռուսաստանի Դաշնությունում Հայաստանի արտակարգ եւ լիազոր դեսպան Վարդան Տողանյանը։ Դեսպանության հետ ձեւավորված է արդյունավետ համագործակցություն, որի շրջանակում քաղաքացիների բարձրացրած խնդիրները քննարկվել են հանդիպմանը: Մարդու իրավունքների պաշտպանն իր խոսքում կարեւոր է դեսպանության հետ նման սկզբունքներով իրականացվող աշխատանքը:

Հանդիպմանը մասնակցել է նաեւ Ռուսաստանի հայերի միության նախագահ Արա Աբրահամյանը։ Նա նույնպես բարձրացրել է հայերին հուզող առաջնային կարեւորության հարցեր, որոնց լուծման համար քաղաքացիները պարբերաբեր դիմում են իրենց։

Օրակարգում եղել են հարցեր, որոնք վերաբերում են ՌԴ-ում ու Հայաստանում աշխատած ժամանակահատվածի հաշվարկմանը միասնական կենսաթոշակային ստաժի մեջ կամ բժշկական ծառայություններից ու դրա հետ կապված սոցիալական փաթեթից օգտվելուն: Հանդիպման ընթացքում անդրադարձ է կատարվել նաեւ այնպիսի հարցերի, որոնք վերաբերում են աշխատանքային իրավունքներին, ընտանիքներով Ռուսաստան մեկնելու դեպքում հանրակրթական դպրոցներում ու նախադպրոցական հաստատություններում երեխաների ուսուցմանը, ՌԴ-ի տարածքում հայկական վարորդական իրավունքի վկայականների կիրառությանը եւ այլն: Քննարկվել են նաեւ մամուլում առկա տեղեկությունները կապված Սոչիի օդանավակայանում աշխատող հայերի աշխատանքից ազատելու հետ։

Հայաստանի եւ Ռուսաստանի օմբուդսմենների համագործակցության արդյունքում առաջին անգամ տեղի է ունեցել ՌԴ-ում բնակվող մեր հայրենակիցների ընդունելություն, որոնք իրենց խնդիրները բարձրացրել էին դիմելով ինչպես Հայաստանի մարդու իրավունքների պաշտպանին, ՌԴ-ում Հայաստանի արտակարգ եւ լիազոր դեսպանին, այնպես էլ Ռուսաստանի Դաշնությունում մարդու իրավունքների հանձնակատարին։

Համագործակցության արդյունքում մի քաղաքացու նկատմամբ վերացվել է ՌԴ մուտք գործելու արգելքը եւ առաջիկայում կկարողանա միավորվել Ռուսաստանում ապրող ընտանիքին։ Մյուս թեմաներով ձեռք եր բերվել կոնկրետ պայմանավորվածություններ քաղաքացիների խնդիրներն արագ լուծում տալու նպատակով։

Ռուսաստանի մարդու իրավունքների հանձնակատար Տատյանա Մոսկալկովան պատրաստակամություն է հայտնել իր իրավասության շրջանակում աջակցել Հայաստանի քաղաքացիների կամ ազգությամբ հայերի աշխատանքային, սոցիալական, առողջապահական, կենսաթոշակային, կրթական եւ այլ իրավունքներին առնչվող խնդիրների լուծմանը։

Կողմերը հանդիպման ավարտին քննարկել են նաեւ համագործակցության զարգացմանն ուղղված հարցեր։
